Standards & Technology (NIST) has a requirement for on-site
training liaison support services in the Special American Business
Intern Training (SABIT) Program for the Global Standards Program. NIST
intends to enter into a sole source purchase order with the New
Visions Consulting, Arlington, Virginia. New Visions Consulting is
uniquely qualified based on its extensive experience in adult
education, knowledge of the subject material presented in NIST
Standards in Trade (SIT) Workshops and already has an extensive network
of contacts, and incorporating the SIT concepts and activities into the
SABIT Program. Additionally, the Contractor has been and will be
responsible for coordinating the activities of Office of Standards
Services with the NIST Centennial Celebration. The training for other
federal agencies in the development of national and international
standards will build on the fundamentals incorporated into the SIT and
SABIT workshops. The Government anticipates the award of this purchase
order using simplified acquisition procedures in accordance with FAR
Part 13. The estimated award date is May 1, 2000. The period of
performance will be one (1) year from the effective date of the
purchase order. The proposed requirement is for supplies or services
for which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
quotations. However, the government will consider all responses
received by April 28, 2000. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. A Request for Quotation
