Department of Commerce/National Oceanic and Atmospheric Administration
intends to award two sole source Purchase Orders in accordance with
Simplified Acquisition Procedures with a period of performance of six
months under the authority of 41 U. S. C. 253 (c)(1) only one
responsible source. This requirement is to provide for the continuation
of services previously contracted fo under the Guaranteed Steel/Oil and
Gas Loan Program. The services are for an Executive Director for the
Steel Program as well as on for the Oil and Gas portion. The Executive
Directors, at a minimum will provide consulting services to the
Government for establishing the program, coordinating receipt of
applications, provide guidance in the review of applications, serve as
the liaison between the Government and the applicants, and the
Financial Asset contractor, etc. The executive director will be
required to review the analysis and develop recommendations for the
Loan Guarantee Board (Board). Vendors who believe they can meet this
requirement are required to submit in writing an affirmative response
demonstrating a comprehensive understanding of the Emergency Steel Loan
Guarantee and Emergency Oil and Gas Loan Program objectives. All
written responses must include a written narrative statement of
capability, including detailed technical information demonstrating
their ability to meet the above requirements. The response must be
sufficient to permit agency analysis to establish a bonafide capability
to meet the requirements. Failure to submit such documentation will
result in the Government proceeding as stated above. A determination by
the Government not to open the requirement to competition based upon
responses to this notice is solely within the discretion of the
Government. Affirmative written responses must be received no later
than 45 days after publication of this synopsis. All information in
response to this notification must be submitted in writing to the
