The Office of Multifamily Housing Assistance Restructuring (OMHAR) within the Department of Housing and Urban Development is soliciting proposals on a competitive basis from qualified entities to become Participating Administrative Entities (PAEs) for its Mark-to-Market Program. OMHAR will delegate substantial responsibility to the PAEs for the development of mortgage restructuring and rental assistance sufficiency plans to restructure multifamily housing mortgages insured or held by the Secretary under the National Housing Act. OMHAR seeks to select PAEs with which it will enter into Portfolio Restructuring Agreements (PRAs) for a term of one year with optional renewals.
