The United States Agency for International Development (USAID) will shortly issue a Request for Applications (RFA) for a five-year Cooperative Agreement (CA) that provides family planning, reproductive health, and child survival (FP/RH/CS) services. USAID funds for this effort are about $3 million per year. The RFA is expected to be issued on or about 1 May 2000 and the closing date on or about 15 June 2000. Key FP/RH/CS problems in Kenya include larger cohorts reaching reproductive age and the continued unmet need for family planning; increasing child mortality; and the high risk of HIV infection and unwanted pregnancies, especially among young people. The planned five-year program will implement activities in selected geographic areas of Kenya to increase availability of facility and community level family planning, reproductive health, and child survival services; improve the knowledge of and demand for these services; and facilitate new FP/RH/CS interventions. USAID will be requesting applications from qualified organizations and institutions, including Private Voluntary Organizations (PVOs) and Non-Governmental Organizations (NGOs). USAID/Kenya believes the skills necessary to manage its major FP/RH/CS service delivery activity would best be met through a cohesive mechanism grouping technical agencies (with diverse international experience in FP/RH/CS, clinical and non-clinical service delivery, behavior change, and monitoring) and Kenyan NGOs (with existing facilities and community networks). Applicants are encouraged to propose creative consortium-like mechanisms to manage activities under this anticipated five-year program.
