is 100% set-aside for small business concerns, under SIC code 2741,
with a size standard of fewer than 500 employees. The purpose of this
procurement is to provide logistical and other support services
required for the Governors' Spouses Initiative on Children and Alcohol
Phase II, a national initiative to prevent alcohol use by children
ages 9-15. The initiative is enlisting the help of the Governors'
spouses from the 50 states, Puerto Rico, and the District of Columbia,
who will serve as spokespersons and catalysts for action to combat
this growing problem within their states and across the country. The
activities conducted during Phase I of this initiative, which extends
from June 1999 to June 2000, culminated in an invitational conference
of Governors' spouses, held in March 2000. A 13-member, nonpartisan
Leadership Committee of Governors' spouses has been established, as
well as an advisory committee of representatives from more than 20
prestigious national organizations. Phase I activities are being
conducted under Contract No. N01AA93005 with The CDM Group, Inc., Chevy
Chase, Maryland, in the aggregate amount of $475,000. Phase II will
build on the commitment and momentum generated during Phase I by
supporting the efforts of the Governors' spouses in facilitating both
national and state-oriented outreach, education, coalition building,
prevention, and research efforts. The successful offeror for this
procurement will be required to (1) develop and manage a website for
the initiative; (2) produce and place public service announcements; (3)
provide logistical support for taskforce meetings and a national
conference; and (4) produce brochures for lay audiences Offerors must
demonstrate an ability to ensure products of the highest quality for
this highly visible national health campaign. Offerors must also
demonstrate previous experience in interacting with Governors' offices
and State organizations that handle alcohol and substance abuse
issues. Staff must be identified and provide evidence of substantial
expertise in translating complex scientific information into materials
for print and electronic media that target informed lay audiences. A
three year cost plus fixed fee contract is contemplated. Requests for
