Description SUBJECT: Air Force Tactical Exploitation of National
Capabilities (AF TENCAP) FY02 Call for Concepts. CONCEPTS DUE: 30 May
2000. The AF TENCAP Division of the Space Warfare Center (SWC/CT) and
SMC DET 11/AD solicit your concepts for FY02 AF TENCAP projects. AF
TENCAP is a non-traditional acquisition program (per DoDD 5000.1,
Defense Acquisition) that rapidly develops prototypes projects,
validates proofs of concept and demonstrates capabilities, then
transitions them to the warfighter or to an appropriate acquisition
agency for further development. We are looking forpapers outlining
concepts and proposed projects that exploit space systems, National
Technical Means (NTM) and related technologies through creative uses of
space and airborne systems to support near-term tactical warfighter
needs. Development funds are available to support those concepts which
best satisfy the tactical warfighter needs. Priority consideration
will be given to concept submissions addressing one or more MAJCOM
deficiencies and fall within the AF TENCAP mission. Additional points
will be given to projects that also focus on the area of operational
support to the Air Expeditionary Force (AEF). The special interest
areas identified within AEF support are situational/battlespace
awareness-Combat Identification and/or Real Time Information into the
Cockpit/Out of the Cockpit (RTIC/RTOC), AEF mission/enroute planning
for time critical targeting, and precision suppression of enemy air
defenses/electronic warfare. MAJCOM deficiencies we would like to see
addressed are in the Future Concepts Process Guide, which can be found

GLOBAL SWC AF_TENCAP FY02 Call for Concepts Only concept papers that
meet all criteria and are submitted in the proper format will be
considered. Additional information concerning the AF TENCAP process,
concept paper format, criteria, and cost data are included in
attachments 1-4 of the Call for Concepts letter which can be found on
the SIPRNET and GWAN sites referenced above. All papers must be
classified at least secret collateral, in order to comply with the
criteria. You are encouraged to keep papers at this classification
level. In no case should papers be classified higher than TS/SI/TK. If
your concept paper contains proprietary material, call Maj Charles
Strong at DSN 560-9197 or (719) 567-9197 before sending to ensure
proper protection and control. Government support contractors will be
participating in the call for concepts process. Organizational
Conflicts of Interest agreements exist between these contractors and
the Government in accordance with FAR Part 9.5. Concept papers may
identify possible contractors, subcontractors, and/or contract vehicles
for these efforts. The Government reserves the right to select the
contractor and contract vehicle to satisfy the best interest of the
Government. Proprietary information, however, would not be released to
a contractor without the consent of the agency or concern. Appropriate
organizational conflict of interest and non-disclosure agreements will
be executed as required. The Government will not reimburse contractors
for any costs incurred to develop the concept papers and/or provide
presentations at AF TENCAP POC Conference #2. If you submit a concept
paper via courier service, send it early enough to arrive at the SWC
before the established deadline. Submit papers in accordance with the
