The Office of the Chief Financial Officer of the Government of the District of Columbia contemplates awarding a contract for training of DC Government employees in the Comprehensive Automated Personnel Payroll System (CAPPS). CAPPS is a commercial off-the-shelf, mainframe software package developed by Integral Systems. CAPPS is a real time system, developed and customized to meet the District's needs using Integral HRMS software. CAPPS has the following modules: 1) Human Resource Management; 2) Payroll Management; 3) Position Control; and 4) Security. The contract would be for the development and implementation of a full scale training program for CAPPS including: 1) training; 2) training materials, 3) user materials; and 4) overall documentation. In addition to being skilled trainers, it is also important that the contractor be familiar with Integral and the DC Government Labor and Business Regulations. It is anticipated that this request for proposal will be issued on or around May 1, 2000; questionsdue back to the Government on or around May 12, 2000; proposals due on or around May 22, 2000 and the contract awarded on or around June 1, 2000.
