is seeking sources for a 1 year Indefinite Delivery/ Indefinite
Quantity delivery order contract with an estimated ceiling price of
$90,000 for packing, packaging, crating, blocking, bracing, and loading
of shipments consisting of vehicles, weapons/weapon systems, ammunition
and explosives, and other freight in accordance with various specs,
standards, and other guidance including Mil-Standard 129. It is
estimated the volume will be approximately 250 shipments, measured
27,048 cubic feet of materials shipped with a combined weight of
412,928 pounds; 7 % vehicles, 7.5% weapons/weapon systems, 30%
ammunition and explosives, and 55% other freight; approximately 1200
man hours required in one year. The Government does not guarantee this
volume, however. The shipments will be loaded from various locations
on the arsenal onto commercial vehicles to be shipped off the arsenal.
The contractor will not be responsible for packaging, packing,
crating, and loading the ammunition and weapon/weapon systems, only for
blocking and bracing these items. The contractor will be responsible
for packing, packaging, crating, blocking, bracing, and loading of all
other items. The contractor will be required to haul some
non-explosive items in his own vehicle from the originating building to
the Government supplied office space in which the contractor will work.
The contractor is responsible for supplying the following: a 14 foot
box truck with 18,000 pound gross weight and platform height and pickup
truck on site for use in performing the job. The contractor must
provide portable power tools for cutting wood, banding tools, and all
hand tools. Hand tools used around ammunition and explosives must be
non-sparking. The company must maintain on site commercially available
spill containment kits to be used for containment/absorption of
chemical spills or seepage. The company shall not subcontract services
without Government approval. The contractor must possess adequate
insurance, must have a Secret security clearance, and must have a
Hazardous Material Handling Certification resulting from a training
program meeting the requirements of OSHA 29 CFR 1910.120, DOT HM 126F,
and 40 CFR Part 265.16. The offeror shall provide verification that
individuals handling hazardous items have proper qualification. Company
personnel must have successfully completed the course entitled
Technical Transportation of Hazardous Materials, AMMO-L-17 from US Army
Defense Ammunition Center and School. Re-qualification is required
every two years. The offeror must be located to be able to report to
the arsenal within 30 minutes from a call. Offerors must posses basic
carpentry skills and be able to use stationary wood shop equipment.
Firms interested should submit capability information in accordance
with numbered Note 25 within 15 days of this notice. The Government
will not be responsible for the costs of any information submitted or
