construct an expansion of approximately 88,000 gross square feet. The
project work will be performed at the Processing and Distribution
Center, 2001 N. Mattis Avenue, Champaign, Illinois 61821-9997. Design
services and design support services will be required as well as
construction activities. The project will require sequential phased
construction in and around an active mail processing plant and existing
separate vehicle maintenance building. No work will be permitted during
certain times of the year, and extensive coordination will be necessary
for the scheduling of the work. Temporary facilities will be required
and are to be constructed to keep plant services in full operation
during the renovation. These temporary facilities include the computer
room, the main entrance, the credit union, and other areas. The
expansion includes extensive sitework, coordination with all
national/local agencies for stormwater management design and
construction, and renovations within the existing mail processing
building. No work is contemplated on the vehicle maintenance building.
Controlled contractor personnel and traffic access to the building
will be required. Work includes a new fire alarm system throughout the
entire existing facility, a new Inspection Service CCTV system, and
security camera system, structured wiring system expansion, extensive
HVAC work, and the related construction trades required for the
expansion. The successful offeror must submit 100% design documents
(drawings, specification and calculations) for all the sitework,
structural steel, and foundation, at the concept design (30% design
phase) meeting. Phase I was the Prequalification of design/build
general contractors. Phase I has been completed. As a result of
Solicitation No. 475450-00-A-0006 for this purpose, five contractors
have been prequalified for this project. Prequalified contractor's

prequalified firms to submit a project specific Management Plan and
Fixed Price proposal for the design and construction of the expansion
to the facility. Phase III -- After final approval of funding by the
Postal Service, and successful negotiations, a contract will be awarded
to the general contractor whose proposal offers the best value to the
Postal Service. That design/build firm will proceed with the completion
of design documents (100%) and construction of the facility. Total
design and construction estimated completion date is 500 calendar days
after issuance of Notice to Proceed. The issue date is April 17, 2000.
Proposals are due May 23, 2000, at 4 p.m. For subcontracting
opportunities, Minority Business Enterprises, Women-Owned Businesses,
and Small Business Enterprises, contractors and suppliers may contact
the five (5) prequalified general contractors directly. A pre-proposal
conference is scheduled in Room 217 at the facility for April 27, 8:30
a.m. A walk-through will occur immediately after the pre-proposal
conference. Mr. Brad Marshall, Maintenance Manager, (217-373-6042) is
the local contact. The solicitation package is available to any firm or
organization desiring a copy. The estimate cost of the solicitation
package is $225 that includes the cost of Express Mail. A CD ROM
containing the 2000 design standards, other pertinent publications and
documents, is also part of the solicitation package. However,
interested parties must order the CD ROM from Corporate Visions, Inc.,

(the set is estimated to contain 230 sheets) of the existing building,
may be order for an additional estimated cost of $250. The estimated
cost of the entire set is $475, plus the cost of the DC ROM. ALL

Inc. This is a negotiated procurement; therefore, offers will not be
publicly opened, and no information concerning how many proposals were
received or from whom or their relative standing can be revealed until
