Delete the synopsis printed in the Commerce Business Daily dated 06 April 2000 in its entirety and replace with the following. 1) NOTE: THIS SOLICITATION IS LIMITED TO 8(a) FIRMS MEETING THE REQURIEMENTS LISTED BELOW. 2) The Engineering Field Activity Northwest (EFA NW) has a requirement for multiple general construction projects including new construction of structures and facilities; housing renovations; alterations and repairs to existing facilities; and demolition. Specific projects may include, but are not limited to, concrete work, pier structural repairs, and repair and replacement of windows, HVAC systems, electrical systems, fire alarm systems, and interior/exterior walls. Projects may be fully designed or design build. 3) During performance of the work under this procurement, asbestos, hazardous waste, or pollution abatement may be encountered. 4) The Standard Industrial Classification Code (SIC) is 1541, but work under this procurement may include lesser work under SIC 1522. The related small business size standard is $17 million. 5) The SBA assigned number for this procurement is 1013-00-003088. 6) COMPETITION IS LIMITED TO ELIGIBLE 8(a) FIRMS LOCATED IN WASHINGTON STATE, AND 8(a) PARTICIPANTS IN GOOD STANDING, SERVICED BY A SBA OFFICE OUTSIDE OF WASHINGTON STATE, BUT HAVING A BONA FIDE BRANCH OFFICE IN WASHINGTON STATE. 7) Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by the SBA prior to the proposal due date and approved before award of the resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BID. 8) The subject solicitation will establish approximately three to six Basic Ordering Agreements (BOAs) with qualified 8(a) firms. Selection of these firms will be based on a technical competition in which the firms demonstrating the highest technical qualifications will be selected. 9) Technical criterion for selection will consist of 1. Past Performance and 2. Past Experience relative to the types of work noted herein. 10) More than six firms may be selected depending on the qualifications of participating 8(a) firms. 11) BOAs will be established with the selected firms and these firms will be eligible to compete with other selected 8(a) firms for task orders within the scope of the BOA. 12) Competition on individual task orders under the BOAs may be on the basis of price only or best value. 13) The estimated duration of the BOAs is three years with an estimated value of $14 million over the three-year duration. 14) Individual projects are estimated to range from $100K to $5 million in value. 15) Specifications will be available on or about 05 May 2000. 16) It is anticipated that the proposal due date will be approximately 22 May 2000. 17) Specifications are available ONLY to firms meeting the above requirements. 18) Requests shall be submitted to EFA NW, Attn: Karen Smith, 19917-7th Avenue NW, Poulsbo, WA 98370-7570 or via FAX request to (360) 396-0850. 19) Telephone requests will NOT be honored. 20) All requests for specifications must include the complete solicitation number; project title; company name, address, and telephone number; and must indicate that the firm is a certified 8(a) concern meeting all of the above requirements. 21) A copy of the Plan Holders list may be obtained by written request or FAX.
