Recreational Bldgs. The Size Standard is $17,000,000. THIS
PRE-SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS
INVITING FULL AND OPEN COMPETITION. This project consists of the design
and construction of a mixed, one and two story, building addition to
house a new Health Care Center/ Skilled Nursing Facility of 120 skilled
nursing beds, several large open office spaces (to house a future
Medical/Dental Clinic of approximately 19,517 SF), an energy center,
and a warehouse. The nursing beds are located in six, 20 bed wings. The
fit out of four (4) 20 bed wings are to be priced separately as
options. The expansion is immediately to the south and southwest of the
existing eleven story Naval Home in Gulfport, Mississippi. The energy
center expansion (approximately 6,045 SF) is to the west of the
existing loading dock area and adjacent to the warehouse addition
(approximately 5,240 SF)and is required as part of the project. The
project will include a new driveway to an existing west parking lot
which is to be reconfigured; the project parking requirement for new
spaces is for 232 automobiles and 12 RVs. A system of sidewalks will be
required to connect into existing sidewalks. The project will include:
site utilities, fire protection systems with full sprinklering, smoke
detectors and alarms, lighting designed to meet the unique
requirements of the elderly, emergency lighting, information systems,
communication and cable distribution, heating, ventilation and air
conditioning system with preconditioned air, technical operating
manuals, interior finishes, some pile foundations for future vertical
expansion, and the preservation of a large and historic oak tree. A set
of customer approved 60% plans will be provided to indicate the
intended floor plan, wall systems, mechanical system, lighting systems,
and site layout. Required functional spaces include: offices,
conference rooms, activity centers, public and staff toilets, treatment
rooms, storage, clean linen, skilled dining, dementia dining, serving
pantry, dish washing, elevators and equipment rooms, resident laundry,
soiled utility, break rooms, electrical rooms, great rooms, single bed
rooms with sink and toilet room, couples suites with sink and toilet
room, janitors closets, shower rooms and wheelchair wash rooms,
communicating stairs, team work room/charting area, cluster desk for
nurses, and nourishment centers. The Naval Home is master planned for
future 11 story expansions. Part of the project site is within the
expected expansion. Piles and pilecaps to support this future work are
required anywhere the expansion footprint overlaps the construction
area. The future areas of expansion that lie within the project
building will also have columns, beams, floor framing and shear walls
built-in to support the future 11 story expansion. The Government will
award a contract resulting from this solicitation to the responsible
proposer whose proposal conforming to the solicitation will be "BEST
VALUE" to the Government, price and technical factors considered. This
procurement will consist of Two (2) Phases. Phase I: Proposers will be
evaluated on: FACTOR A Past Performance: (1) Design and (2)
Construction; FACTOR B Small Business Subcontracting Effort; FACTOR C
Technical Qualifications: (1) Design; and FACTOR D Management Approach.
The highest rated proposers, typically 3 to 5 (not to exceed five) will
advance to Phase II. The Government will then request the Phase II
proposals. Phase II Qualified Proposers will be evaluated on : FACTOR
A Past Performance (same as Phase I unless conditions change); FACTOR
B Small Business Subcontracting Effort; FACTOR C Technical
Qualifications (same as Phase I unless conditions change); and FACTOR
D Technical Solutions. The Government reserves the right to reject any
or all proposals at any time prior to award; to negotiate with any or
all proposers; to award the contract to other than the proposer
submitting thelowest total price or highest technically acceptable
proposal; and to award to the proposer submitting the proposal
determined by the Government to be the most advantageous to the
Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO
EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT
CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be
submitted initially on the most FAVORABLE terms. Proposers should not
assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL
AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. FOR
SPECIFICATIONS: The Government intends to issue Phase I on the WEB
only. Phase I will be issued on or about 01 May 2000. PHASE II WILL BE
ISSUED AT A LATER DATE. THERE WILL BE A NON-REFUNDABLE CHARGE FOR
PHASE II PLANS AND SPECIFICATIONS. The entire solicitation, including
plans and specifications, is available for viewing and downloading at
http://www.esol.navfac.navy.mil. Prospective Offerors MUST register
themselves on the web site. The official plan holders list will be
maintained and can be printed from the web site. Amendments will be
posted on the web site for downloading. This will normally be the only
method of distributing amendments; therefore, IT IS THE OFFEROR'S
RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO
