Project Manager for Tank and Medium-caliber Armament Systems(OPM-TMAS)
seeks qualified sources to perform the 120mm XM1002, Target Practice
w/Tracer(TP-T) cartridge for the M1A1/M1A2 Main Battle tanks with the
M256 smoothbore cannon. The XM1002 will be a training round for the
cartridge, 120mm, HEAT-MP-T, M830A1 and evenutally replace training
cartridge, 120mm, TP-T, M831A1. The anticipated contract(s) resulting
from this will include Engineering and Manufacturing Development (EMD
Phase 1; EMD Phase 2; Production Option 1, Low Rate Initial Production
(LRIP), quantity of 3,000; and Production Option 2, Production Year
One (PY1), quantity of 10,000. See earlier CBD notice (23 Nov 99) which
sought sources interested in this same EMD effort. Please note the
following changes to the previous sources sought notice: 1) The Gov t
intends to restrict this to US and Canadian sources for the purpose of
preserving the Industrial Mobilization base. However, this does not
restrict the use of foreign subcontracts or the use of foreign
subsidiaries, 2) The Gov t no longer plans to allow non-contracted
parties to participate in the EMD shoot-off, 3) The nomenclature has
changed from MPAT to Target Practice with Tracer, 4) The quantities
have changed. ACQUISITION STREAMLINING PROCEDURES will include posting
of a draft documents and formal Requests for Proposal (RFP)
DAAE30-00-R-0603 on ARDEC s PROCNET website located at
http://procnet.pica.army.mil. This website posting is intended to be a
living document; that is individual segments (such as Statement of
Work, various attachments, XM1002 Performance Specification,
solicitation terms and conditions, and so forth) may be posted as the
initial drafts become available. However, the Government may choose to
only post some documents. Potential offerors and other interested
parties are invited to download and review the documents as they appear
and are updated, and submit comments via E- MAIL for Government
consideration. Comments and other correspondence may be submitted via
E-MAIL to either the Contract Specialist or Contracting Officer at the
address cited above. Care should be taken to ensure timely submission
of comments. In this regard, attention is directed to scheduled
milestones and informational notices which will also be posted to the
website. Firms with intent to submit prime contract proposals may
request their name and contact information to be posted to the website
