The Naval Air Warfare Center, Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Accessory Controls & Equipment Corp. (ACE), Windsor, CT 06095. The required item P/N ACE-802-349S diesel powered Air Conditioner/Heater Unit quantity one (1) is a Commercial-Off-The-Shelf (COTS) Non-Developmental Item (NDI) from ACE. The item provides conditioned air to the E-6 aircraft cabin and avionics cooling systems during ground maintenance. The ACE unit has specific connectors that allow the unit to be hooked up to the aircraft through existing aircraft ducts. The ACE unit with its unique adapters meets the requirement of having all the aircraft windows and doors closed during operation. The proposed acquisition is for an item for which the Government does not own specifications or drawings. The technical data and drawings for the Air Conditioner/Heater Unit are proprietary to ACE. Delivery is required by 30 September 2000. NAWCADLKE intends to procure this itemunder the authority of 10 USC 2304 (C) (1) as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
