Center Weapons Division, Point Mugu, CA intends to procure, on a
competitive basis, four types of Steerable Antenna Systems (SAS),
Engineering and Technical Support for SAS, and Repair Services for SAS
in accordance with NAWCWD Statements of Work, NAWCWD Performance
Specification 13672-ATS654C and NAVAIR Envelope Drawings 1611AS2879,
1611AS2870, 1611AS2874 and 1611AS2871. It is anticipated that this
requirement will be awarded during the period 01 DEC 2000 through 31
JAN 2001. It is planned to award an Indefinite Delivery Indefinite
Quantity (IDIQ) type contract with Delivery Order (DO) 0001 being
issued concurrent with award. DO 0001 will meet the contract's minimum
order requirement. Delivery Orders will be issued for a five year
period with pricing based on five one year ordering periods. Pricing of
the SAS unit shall be on a fixed price basis and pricing for the
Engineering and Technical Support Services and Repair Services shall be
on a time and material basis. The Type I, Type II and Type IV SAS are
used in aerial targets and aircraft mounted pods to point RF signals at
a target location using a cooperative beacon signal to develop
positioning data. The Type III SAS provides the same function without
the homing beacon capability. Due to unique vehicle mounting
constraints, specific form factor, weight and prime power consumption
requirements are imposed. The Type IV SAS is designed for maximum gain
in the BQM-34 target. The frequency ranges of the SAS are as follows:
1) Type I -- 8.7 to 9.5 GHz, 2) Type II -- 14.0 to 15.2 GHz, 3) Type
III -- 8.7 to 9.85 GHz, and 4)Type IV -- 14.0 to 15.2 GHz. The SAS
shall operate with a steady state power voltage of 27 4 VDC. The SAS
shall draw no more than 5 amperes current. For the Type I, Type II and
Type III SAS, the weight of the SAS shall not exceed 18 pounds. For
the Type IV SAS, the weight of the SAS shall not exceed 26 pounds. The
Type I, Type II and Type IV SAS shall be horizontally polarized and
the Type III SAS shall be vertically polarized. Contract award may be
on a First Article Required or First Article Waived basis for the Type
II SAS. On subsequent orders, First Article Units and Testing may be
ordered for Type I, Type III and Type IV SAS. Total contract quantities
are as follows: 1) Type I -- 1 each IDIQ First Article Unit, 1 lot
First Article Testing, and 20 each IDIQ Production Units; 2) Type II --
1 each Initial Order Unit (First Article Required), 1 lot First Article
Testing or 1 each Initial Order Unit (First Article Waived) and 50 each
IDIQ Production Units; 3) Type III -- 1 each IDIQ First Article Unit,
1 lot First Article Testing, and 50 each IDIQ Production Units; 4) Type
IV -- 1 each IDIQ First Article Unit, 1 lot First Article Testing, and
50 each IDIQ Production Units; 5) 1 lot Engineering Manual; 6) 1 lot
SAS Engineering and Technical Support Services; 7) 1 lot SAS Repair
Services; 8) 1 lot Technical Data (First Article Required); 9) 1 lot
Technical Data (First Article Waived); and 10) 1 lot Technical Data
(Individual DO Test Reports). Delivery of all units shall be FOB
Destination, Naval Air Station, Point Mugu, CA. For Delivery Order
0001, deliver the Initial Order Unit (Type II) (First Article Required)
45 days after approval of First Article Test Report, complete First
Article Testing within 330 days after issuance of DO or delivery
Initial Order Unit (Type II) (First Article Waived) within 330 days
after issuance of DO, deliver Engineering Manual 90 days after approval
of First Article Test Report or 330 days after issuance of DO if First
Article is waived. Deliver Type I, Type III and Type IV IDIQ First
Article Units within 45 days after approval of First Article Test
report and complete First Article Testing 330 days after issuance of
DO. For Type I, Type II, Type III and Type IV IDIQ Production Units,
deliver at a minimum rate of 2 each per month to commence within 300
days after issuance of DO. The solicitation will be issued on or about
May 18, 2000 and will be available through the 2.0 Contracts
