COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is U2D587 and the solicitation is being issued as
a Request for Quote (RFQ). The solicitation document and incorporated
provision and clauses are those in effect through Federal Acquisition
Circular 97-16. This contract will be awarded as a result of a
Simplified Acquisition with Full and Open competition. This procurement
is NOT a small business set-aside. However, the SIC Code is 3826 and
the size standard is 500 employees. The Contractor shall provide one
Aerodynamic Particle Size Spectrometer (APS) with the capability to
measure aerodynamic particle diameter and light scattering intensity on
a particle. The APS system must have the following features: 1)
Particle size range: 0.5 to 20 m aerodynamic size, 0.3 to 20 um optical
size; 2) Maximum particle concentration: 1000 particles/cm3 at 0.5 m
with, <2% coincidence; 1000 particles/cm3 at 10 m with < 6%
coincidence; 3) Displayed resolution: 32 channels per decade of
particle size (logarithmic), 52 channels total; 1024 bins of raw
time-of-flight data (3.33 ns per bin); 4) Sampling time: Programmable
from 1 second to 18 hours; 5) Flow rates: Aerosol sample: 1.0 L/min;
sheath air: 4.0 L/min; Total: 5 L/min; 6) Laser source: 30MW, 680nm
laser diode; 7) Detector: Avalanche photodetector; 8) Front-panel
display: 320 x 240 pixels; 9) Power: 85 to 264 VAC, 50-60 Hz, 100 W,
single phase; 10) Communications: RS 232 (9-pin) port; and 11) Outputs:
digital I/O: 15-pin port (3 inputs, 3 outputs). The following FAR

provides the best value to the Government (lowest price, technically
