negotiate a sole source contract with Gelco Information Network GSD,
Inc. 1860 Michael Faraday Drive, Suite 150 Reston, VA 20190-5304 for
GTMEPORINT50000 Software -- Internet Version (with an open market
purchase), GMNT50000 -- DP Module Maintenance Subscription (on GSA
contract), GMNTEP50000 -- EP Module Maintenance Subscription (on GSA
contract), and GMNTEPORINT50000 -- Oracle Database Surcharge and
Internet Version Maintenance Subscription (with an open market
purchase) for EPA Finance Office within the Office of Administration
and Resources Management. EPA has chosen Gelco Government Network's
Travel Manager Plus (TM+) as the agency's standard software for
preparing, routing, and approving travel documents. TM+ is a
Commercial-Off-The-Shelf (COTS) product that is licensed on GSA
schedule. Since the product was initially put on schedule, Gelco has
enhanced the product to offer an ORACLE back-end database. They also
offer a browser-enabled front end for travel document preparers. These
new products are not yet offered on the GSA schedule; they must be
purchased Open Market. EPA believes that Gelco Information Network GSD,
Inc. is the only source capable of providing the required software. The
circumstance permitting Other than Full and Open Competition
Justification is FAR 6.301-2, "Only one responsible source and no other
supplies or services will satisfy agency requirements". The period of
performance is expected to be from July 1, 2000 through June 30, 2001.
All interested parties who believe they can provide the required
services should fully explain their capabilities and qualifications in
writing within 15 days from the date of this announcement. The intent
of this synopsis is to determine if any source(s) exist and,
therefore, no RFP is available. Consequently, any response(s) failing
to provide the aforementioned data but instead choosing to merely
submit a routine letter requesting a copy of the RFP will not be
