the commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional comments included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation F19650-00-Q-0027 is being issued as a Request for
Quotation (RFQ). This document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-15 dated
25 FEB 00. This acquisition is 100% set-aside for small business. The
Standard Industrial Classification (SIC) code is 3577, and the small
business size standard is less than 1000 employees. The supplies to be
purchased are as follows: Clin 01, Three (3) UltraSpare modules,
400MHz speed, Sun part number 2244A, no substitutions will be accepted
for this line item; Clin 02, Six (6) sets of RAM memory chips, Sun
part number 7005A or equivalent; Clin 03, Two (2) 8-Bay Drive Expansion
Kits, Sun part number 6601A, no substitutions will be accepted for this
line item; Clin 04, Twenty (20) hard drives, 18 Gb, 10K RPM, low
profile drives, 5.2 ms seek time or better, Ultra2 SCSI interface,
SCA-2 80-pin connector, optimized for RAID application, the contractor
shall include a 5 year Mail-In Replacement warranty with Web based
return process, Sun part number 5237A or Seagate ST318203LC, no
substitutions will be accepted for this line item; Clin 05, Twenty (20)
hard drive adapter brackets to allow 3.5", low profile, SCA-2 drives to
be installed into a Sun Enterprise 450 server. Quotes should include
delivery to [Hanscom] AFB, Bedford, MA. Contractors responding to this
solicitation must bid on all line items. Quotations that do not
include prices for all of the Clins may be determine to be
non-responsive. Award shall be made based on the lowest priced,
technically accepted. The following provisions and clauses apply to

52.222-37, 52.225-3, 52.232-33); FAR 52.204-5 Contractor Identification
Number-Date Universal Numbering System (DUNS) number; FAR 52.232-33,
Payment by Electronic Funds Transfer-Central Contractor Registration;
and DFARS 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items (in paragraph (b) the following
provisions apply: DFARS 252.225-7001 Buy American Act and Balance of
Payment Program, DFARS 252.227-7015 Technical Data-Commercial Items,
and DFARS 252.204-7004 Required Central Contractor Registration).

contracting officer, an Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of an acquisition. The Ombudsman does not diminish the authority
of the program director or Contracting Officer, but communicates
Contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the

Ombudsman, Colonel Steven H. Sheldon, Director, Commander's Staff, has
been appointed to hear concerns from offerors or potential offerors
during proposal development. You should only contact the Ombudsman with
issues or problems you cannot satisfactorily resolve with the program
manager and/or contracting officer. The Ombudsman role is to hear
concerns, issues, and recommendations and communicate these to the
appropriate government personnel. The Ombudsman will maintain strict
