Can Openers. The U.S. Army Materiel Command, Acquisition Center, Natick
Contracting Division, has a requirement for commercial, Hand Held, Can
Openers. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This solicitation is issued
as a Request For Proposal(RFP). The solicitation number is
DAAD15-00-R-0024. The solicitation document and incorporated provisions
and clauses are those in effect through the Federal Acquisition
Regulation(FAR)Subpart 12.6 and 13.5, as supplemented with additional
information included in this notice. This acquisition is 100% set-aside
for Small Business; size standard is 500 employees. The Government
anticipates that this acquisition will result in a three (3) year
Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, with a
minimum quantity of 5,000, maximum quantity of 18,000 for the entire
contract. This acquisition will be solicited and awarded on a
firm-fixed-price basis. The general characteristics and item
description are as follows: Hand held can openers to be used to sever
the tops of rimmed rectangular metal tray pack cans, (approximately 12
inches by 10 3/8 inches by 2 inches), and round cans (ranging
approximately 4 1/16 inches to 6 3/16 inches in diameter by 4 11/16
inches to 7 inches high). The can openers will be transported in
insulated carriers to small combat groups in the field. The can openers
shall be designed in such a manner as to provide rounded surfaces, free
of sharp edges; can opener will have 1 each guide plates. There is a
bend at the base of the plastic handle. The can opener shall have the
following salient characteristics as described in the Commercial Item
Description, A-A-52202A, which is available for download from
http://www3.natick.army.mil under the solicitation number. The material
and components shall be of the quality normally used for this purpose
in commercial practice provided the completed can opener complies with
all provisions of this commercial item description. The can opener
handle, Figure 3, body and guide, Figure 4, and the guide plate, Figure
5 will require modifications that are Government unique (Available for
download from http://www3.natick.army.mil, Commercial Item
Description). It is anticipated that the first delivery order for a
quantity of 5,000 can openers will be issued at the time of basic ID/IQ
contract award following the evaluation of proposals. All deliveries of
the can openers shall be F.O.B. Destination, with shipments to New
Cumberland, PA, Stockton, CA and Texarkana, TX. Request delivery 90
days after contract award. Items shall be prepared and marked for
delivery IAW ASTM D 3951-95, standard practice for commercial
packaging. Unit package quantity shall be 001. The provision at FAR
52.212-1, Instructions to Offerors-Commercial applies to this
acquisition, addenda to include the following: A best value source
selection will be based on the offeror's proposed contract price and
past performance in that order of importance. The contract price is of
greater importance than past performance. The contract prices shall be
filled in on the Request For Proposal (RFP) DAAD15-00-R-0024, (SubCLINs
0001AA, 0002AA and 0003AA). Contractor may provide economic price
breaks. Offeror's shall also submit a one-page past performance sheet
listing at least three recent (past two years) references for the same
or a similar item. The past performance sheet must contain a point of
contact for each, a current telephone and fax number, order/contract.
Offerors shall provide a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items with their
proposal. The provisions at 52.212-4, Contract Terms and Conditions
Commercial Items, shall apply to this acquisition, as well as the
following FAR Clauses and provisions: 52.252-1 (To complete the fill

(The following clauses thereunder are applicable: 52.203-6, Alt I;
