A -- COMPLETE HYDRA 70 DEMONSTRATION PULSE JET FLIGHT CONTROL SYSTEM SHALL BE INCORPORATED IN THE BOOM CODE. SOL W813LT-0104-7010 DUE 050400 POC Bonita Zander, Contract Specialist 410-278-6515, Jeanine Worthington, Contracting Officer 410-278-6514 The contractor shall incorporate the complete Hydra 70 Demonstration Pulse Jet Flight Control System in the BOOM Code (this is the down selected design from the two considered in FY99). The Flight Control system shall include all of the flight control elements and filters with the respective bias, noise, and scale factors. Include provisions in the model to set position, velocity, and attitude to zero for a ground calibration or be dynamic if used with a vehicle pos-nav or GPS input. It is the intent of the government to award a contract on a sole source basis to Oregon State University, Corvallis, Oregon pursuant to FAR 6.302-1. The proposed contract action is to incorporate the complete Hydra 70 Demonstration Pulse Jet Flight Control System in the BOOM code for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement for competitive proposals. This notice of intent is not a request for competitive proposals. However, all proposals received with fifteen (15) days after date of publication of the synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
