full and open competition Request for Proposal (RFP) for the purpose of
seeking sources for an upcoming acquisition, and to announce Industry
Days for the Next Generation NAVSTAR Global Positioning System (GPS)
called "GPS III". SCOPE: The USAF Space and Missile Systems Center,
NAVSTAR GPS Joint Program Office (GPS JPO) requires the continuing
modernization of the GPS system. The GPS III development will begin
with a comprehensive Architecture Study/Analysis of Alternatives (AoA)
effort aimed at maximizing the military and civilian utility and ready
upgradeability (System Flexibility/Robustness/Reserve Capability) of
the entire GPS system including, potentially, changes to the
operational control, ground support, space constellation, and user
equipment segments. The contractors or contractor teams will be
required to comprehensively survey present and developmental GPS
capabilities, and their potential upgradeability; fully analyzing the
military and civilian utility and associated life cycle costs of at
least three separate architectural schemes which will be provided in
the RFP. The contractor and/or contractor teams shall document the
various trade studies including all associated risk analyses and life
cycle cost profiles in a comprehensive report to the GPS JPO. This
report will follow a JPO outline and the accepted Department of Defense
guidelines for a high-fidelity Analysis of Alternatives. SECURITY
REQUIREMENTS: This effort will involve classified efforts up to and
including Special Access Program (SAP) security requirements.
PROGRAMMATICS: The GPS JPO intends that qualified prime contractors
form teams for this initial GPS III Architecture Study/Analysis of
Alternatives. These teams shall include members with expertise in each
of the three aspects of the GPS system- space, ground control and user
equipment. The teams may include, but are not limited to, present GPS
prime and sub-contractors. Efforts should be made to include small and
small disadvantaged, service disabled veteran and emerging technology
companies to form a complete survey of the most promising technologies
for GPS III. In order to assess potential conflicts of interest,
prospective prime and major sub-contractors will be required to submit
teaming plans by 15 June 2000 to the GPS JPO for approval. The GPS JPO
intends to bar any exclusivity of present GPS prime or sub-contractors
which would restrict the flow of necessary data to support the GPS III
effort. It is contemplated that up to three (3) Firm-Fixed Price,
Level-of-Effort Architecture Study/Analysis of Alternatives contracts
will be awarded in August/September 2000. The expected period of
performance will be up to 15 months. The GPS JPO will use a Program
Research and Development Announcement (PRDA) acquisition approach for
this effort. STATEMENTS OF CAPABILITY: All offerors interested at a
prime or subcontractor level are required to submit a Statement of
Capability documenting their interest in this acquisition and their
ability to meet the requirements of this planned acquisition. The
Statement of Capability is not to exceed ten pages in length and should

anticipation of the release of an RFP in June 2000, the GPS JPO will
sponsor GPS Modernization Industry Days on May 9-10, 2000 at the main
ballroom, Ft. MacArthur Community Center, San Pedro, CA, beginning at
8:00 a.m. each day. The meeting's purpose is to outline present GPS
modernization efforts and to open a dialog between the GPS JPO and
interested firms. The first day will include an overview of the GPS III
program and the upcoming acquisition. The second day will include
briefings on system technical performance. Secret clearance is required
