proposed Professional Services will be procured in accordance with
PL-582 (Brooks AE Act) and FAR Part 36, obtained by a negotiated Firm
Fixed Price Contract. All work must be performed by or under the direct
supervision of licensed Professional Engineers or Architects. SIC codes
8711 and 8712 apply to this announcement. For submittal information
contact Earl Wilson (817) 978-2834. The contract is anticipated to be
awarded on or about July 2000. This announcement is open to all
businesses regardless of size. Estimated A-E Fee Including Options:
$1,500,000.00 maximum ($500,000.00 basic; $500,000.00 each for 2 option
periods) with maximum Task Order amount of $500,000.00. The maximum
amount of the contract shall not exceed $1,500,000.00, and no
individual task order shall exceed $500,000.00. If a large business
firm is selected for this announcement it must comply with the FAR
52.219-9 clause regarding the requirement for a subcontracting plan on
that part of the work it intendsto subcontract. The Fort Worth
District goal on work to be subcontracted is that a minimum of 61.2 %
of the Contractor's total intended subcontract amount be placed as
follows: 9.1% be placed with Small Disadvantaged Businesses (SDB); 9.4%
be placed with Historically Black Colleges/Universities or Minority
Institutions; 5.0% be placed with Women Owned Small Businesses (WOB);
and the remaining be placed with Small Businesses (SB). The plan is not
required as part of this submittal. The wages and benefits of service
employees (see FAR 22.10) performing under this contract must be at
least equal to those determined by the Department of Labor under the
Service Contract Act. The proposed services will be obtained by
negotiated Firm-Fixed Price Contract. Projects outside the primary area
of responsibility may be added upon approval of all parties. 2 .
PROJECT INFORMATION: Submittals should be sent to CESWF-PM-VE ATTN:

76102 The VE services willbe formal VE studies including presentations
and will be so designated in each Task Order. The firm must indicate
capability to complete any study in four weeks or less from receipt of
the Task Order. Tasks will include VE analysis of concept, preliminary
or final design submittals and a final report. The study group, meeting
on five consecutive workdays, will follow the six -step plan as
recognized by the Society of American Value Engineers (SAVE)
International. The team leader must be knowledgeable of the principles
of Value Engineering. VE reports and 3.5" double sided high density
disks for VERT and VEDIS are to be assembled and distributed by the
second Tuesday after completion of each oral presentation. Projects
requiring VE services may be designed in metric units, therefore, team
members must have knowledge and experience in metric design units. 3.
SELECTION CRITERIA: See Note 24 (Monday issue) for general description
of the A-E selection process. The selection criteria in descending
order of importance (first by major criterion and then by each
sub-criterion) are listed below. Criteria (a-g) are primary and (h) is
secondary: (a) Professional Qualifications: The VE team leader will be
one with professional qualifications with consideration for education,
training, professional registration, organization certifications,
overall and relevant experience, longevity with the firm and/or
completed the U.S. Army Corps of Engineers 40-hour VE work shop. Firms
should provide resumes in the SF 255 for an architect or engineer, and
each must be professionally registered. Only resumes identifying the
professionalism and specialized experience are necessary. Other
available personnel may be specified in paragraph 10 of the SF 255. The
VE team leader must be a professionally registered engineer or
architect on the prime A-E staff. (b) Specialized Experience: (1)
Technical competence and experience in metric units must be shown; (2)
Experience must be shown of the firm in VE studies of building type,
earthen and concrete construction and related activities such as
utilities, site work, etc., and environmental restoration projects,
energy conservation, pollution prevention, waste reduction, and the use
of recovered materials; (3) Experience of the VE team leader(s) in VE
studies must be shown; (c) Capacity to complete the work in the
required time. (d) Capable of providing a complete VE team with team
member resumes to study the design for VE changes and cost
effectiveness. The effort shall include study of all criteria, plans,
specifications, design analysis, cost estimates, and other information
used for development of the existing design. The VE study is to
develop alternate designs for achieving the required mission(s) or
function(s) at the lowest overall cost consistent with performance
requirements for structures, structure siting, site development,
equipment, electrical and mechanical systems, material or methods. The
study should examine high cost including life cycle cost. The VE team
should consider the latest technology in development of alternatives
to achieve maximum results for life cycle cost, improved quality,
energy conservation, functional use, and first cost (construction)
savings. Alternatives shall include "CURRENT" and "RECOMMENDED" design
sketches, cost estimates, life-cycle cost considerations with
calculations, and isometrics as necessary. The following is a real
project on a Rail Deployment Complex at Fort Bliss, TX, that will
require a VE study. Anticipated VE study time is August/September 2000.
For evaluation purposes a proposed VE team shall be furnished for this
project. Construct a rail deployment facility to support the rapid
deployment of strategic mobility forces. The facility will consist of
rail loading spurs with loading ramps, rail storage spurs, turnouts,
switches, engine maintenance shop, material handling equipment (MHE)
shelter, purchase and repair of existing leased rail line, paved
marshalling area, wash facility, paved road access, "hot" ammunition
(ammo) loading area, paved container storage and loading area, platform
scales, operations building, latrines, personnel sun shelters, ammo
rail loading ramp, and truck loading ramp. Project includes preparation
work for future energy monitoring and control system (EMCS). Supporting
facilities include utilities; electric service; fire protection and
alarm systems; paving, walks, curbs and gutters; lightning protection;
night operation lighting; perimeter security fencing and gates with
lighting; storm drainage; information systems; and site improvements.
Heating (gas-fired) and evaporative cooling will be provided by
self-contained systems.PRIMARY FACILITY : Railroad Tracks, Turnouts,
Repair Railroad Tracks, Loading Ramps-Rail, Loading Ramps-Truck.
SUPPORING FACILITIES; Electric Service, Water, Sewer, Gas, Paving,
Walks, Curbs and Gutters, Storm Drainage, Site Improvement, Demolition,
Information Systems and Antiterrorism/Force Protection (e) Past
performance on DOD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules. (f) Capable
of performing three VE studies at a time. (g) Furnish a recent VE
report for evaluation purposes. (h) Volume of DOD contract awards in
the last 12 months. 4. SUBMITTAL REQUIREMENTS: (a) See Note 24 for
general submission requirements. Firms which are interested and meet
the requirements described in this announcement are invited to submit
one completed SF 255 (Revision 11-92), U.S. Government A/E and Related
Services for Specific Projects to the office shown above. All
responses on SF 255 to this announcement must be received no later than
4:30 p.m. local time on the 30th calendar day after the date of this
publication to be considered for selection. The day following this CBD
announcement counts as day number 1. If the 30th day falls on
Saturday, Sunday or a U.S. Government holiday, the deadline is the
close of business on the next Government business day. (b) It is
requested that interested firms list the contract amount and date of
all DOD contracts awarded during the last 12 months to the firm and all
subsidiaries in Block 9 of the SF 255. (c) Responding firms must submit
a current and accurate SF 254 for each proposed consultant.
Additionally, all responding firms which do not have a current (within
the past 12 months) SF 254 on file with the North Pacific Division,
Corps of Engineers, must also furnish a completed SF 254. The business
size status (large, small and/or minority) should be indicated in
Block 3 of the SF 255. Definition: A concern is small if the annual
receipts averaged over the past 3 fiscal years do not exceed $4
million. d. No other information including pamphlets or booklets is
requested or required. e. No other general notification to firms under
consideration for this project will be made and no further action is
required. Solicitation packages are not provided for A/E contracts. To
