tammy_gallegos@nps.gov. This will be an indefinite delivery indefinite
quantity type contract for the base year and four option years with a
minimum order of $10,000,not to exceed $1,000,000 for the life of the
contract which provides to the Government professional cadastral
surveying, mapping and related services as needed for selected projects
throughout out the State of Texas for Intermountain Region, National
Park Service Units. The service required but not limited to, may
consist of boundary survey of individual park units, individual tract
surveys, ALTA surveys, topographic surveys and mapping, gradient
boundary survey, coastal boundary survey, intracostal waterway boundary
survey, all types of aerial mapping, ortho photos, photographic
overlays and mosaics. Firm desiring consideration should submit
Standard Forms SF-254 and SF-255, and any other appropriate data in
numbered Note 24. Only firms that respond to this synopsis by filling
a current SF-254 and SF-255 will be considered. All firms who have
standing SF-254'sand SF-255's on file in our must respond to this
announcement with a current SF-254/255 relative to the referenced
solicitation. The procurement is open to small and large businesses in
accordance with PL 100-656. If the apparent successful offeror is a
large business, it will be required to submit a sub-contracting plan
which will separate percentage goals for using small business and small
disadvantaged business concerns as sub-contractors. If other firms are
to be considered along with the primary firm, SF-254/255s must be
submitted for each firm. This is not a request for proposal. The
significant evaluation factors listed in relative order of importance
are: (1) Surveying firms both primary and sub-contractors must have a
Texas Licensed State Land Surveyor employed on staff. This does not
apply to aerial mapping firms. (2) The firm(s) must be capable of
presenting evidence of experience in successfully performing gradient
boundary surveys on watercourses in the State of Texas. Such surveys
must have been conducted in conformance with the "Original Legal
Authority" as rendered in the opinion of the Supreme Court of the
United States on January 15, 1923, and which was confirmed by Decree of
the Court on June 9, 1924, (Oklahoma v. Texas 43 S. Ct. 221, 43 S. Ct.
376 and 44 S. Ct. 573) deemed acceptable by the Texas General Land
Office. (3) The firm(s) must be capable of presenting evidence of
experience in successfully performing boundary and land surveys in all
types of terrain, i.e. urban, timberlands, desert, coastal and
wetlands and in areas of Spanish and Mexican land grant and railroad
surveys in the State of Texas. (4) The firms must be able to
demonstrate experience in production of all types of aerial photography
and mapping in digital and hard copy formats, i.e. topographic mapping,
orhto photos, photographic overlays and mosaics. (5) Firm(s) must have
capability to produce all mapping and reports in digital and hard copy
formats with reference to Texas State Plane Coordinate Systems and
Global Positioning Coordinate Systems. (6) The firm(s) must be able to
provide evidence of past satisfactory performance on contracts with
respect to quality of work and compliance with performance schedules.
(7) Firm(s) should possess familiarity with the National Park Service
Units within the State of Texas. (8) All products and services should
meet or exceed the Standards established by the Texas State Board of
Professional Land Surveying, pursuant to the Professional Land
Surveying Practices Act, effective September 1, 1991, as amended
September 1. 1995; Geometric Geodetic Accuracy Standards and
Specifications for Using GPS Relative Positioning Techniques, Federal
Geodetic Control Committee as reprinted on August 1, 1989; and all
National Standards for Mapping Accuracy. (9) Volume of work previously
awarded the firm when combined with this project will not
significantly affect the objective of the National Park Service.
Estimated contract period is 5 years. Firms are invited to submit a
letter of interest and completed Standard Forms 254 for each firm and
a Standard 255 for this project. Responses must be received on or
before MAY 17, 2000 at the address indicated above in order to be
