SEE NOTE 1. This is a combined synopsis/solicitation for commercial item services in accordance with the format FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes Solicitation No. 00SQ110004 issued as a Request for Quotations and incorporates provisions and clauses in effect through FAC 97-16. This acquisition is a total small business set aside. The size standard is 100 employees . The SIC Code is 0711 and the NAICS code is 561730. The Bureau of Reclamation has a fixed price requirement for furnishing weed control services at the following facilities per the following Statement of Work -- I. Weed Control The following Bureau of Reclamation facilities will be treated with herbicides to control weeds. All weeds defined as noxious, posing an unsightly view of facilities, and/or posing a fire hazard to buildings or structures will be treated. Potential bidders may bid on all of the following facilities or either of two groups of facilities. The two groups will be termed "East" and "West". The East group shall consist of: Ririe Dam and Palisades Dam. The West group shall consist of Anderson Ranch Dam, Arrowrock Dam, Black Canyon Dam, Cascade Dam, Deadwood Dam, and Mann Creek Dam. II. General Description of Duties: The following programs apply generally to the respective sites at all facilities. For additional details of the work required at each specific facility, please see Section III. 1. Bare-ground program: The contractor will apply residual herbicide(s) at switch yards, power-plant compounds, maintenance compounds and around hazardous-materials storage buildings in order to guarantee bare ground for at least 1 year after application. The contractor will apply residual herbicide only where conditions comply with the manufacturer's label and Federal, State, and local regulations. Should an area described in the bare-ground program not comply with the above stipulations for use of a residual herbicide, then the contractor will use appropriate contact herbicides to eliminate vegetation in that area. Should an area described in the bare-ground program already have vegetation present prior to the dates stated below, then the contractor will use contact herbicides to eliminate existing vegetation and proceed with the application of a residual herbicide. The contractor will maintain all areas described in the bare-ground program free of vegetation during the growth cycle of the year, as dictated by weather conditions. For the areas described in this bare-ground program, the frequency of herbicide application shall be determined by the vendor's recommendation in order to maintain a vegetation-free appearance. However, Reclamation prefers no more than one effective application of residual herbicide at each site each year. Herbicides in the bare-ground program may be applied by spraying and/or by placing solid pellet. Residual herbicides will not be used near boundaries next to private land or sensitive ecological systems. The Bureau of Reclamation will be responsible for removal and disposal of dead foliage. 2. Post-emergent program: The contractor will apply post-emergence contact herbicides to achieve a weed-free appearance to Reclamation lands described below that are not in the bare-ground program. The Bureau of Reclamation will be responsible for removal and disposal of dead foliage. 3. Overall program: The contractor must supply all labor, chemicals, and materials necessary to apply herbicides in accordance with current laws and regulations. The contractor must dispose of all used and unused chemicals in accordance with current laws and regulations. The contractor must only use chemical herbicides that comply with Federal, State, and local regulations. The contractor must follow all Federal, State and local regulations for herbicide application. If there is any chance of the applied chemical entering a stream, river, canal, ditch, wetland, pond, or aquifer, the contractor will only use an aquatic-approved herbicide. Note: It is critical that no herbicide damages occur at or near the parks, private lands, or ecological systems around water. The applicator will follow all manufacturers' instructions, and comply with all OSHA and Bureau of Reclamation Safety and Health Standards. All bidders must provide the following with their application: * proof of bonding and insurance (minimum umbrella of $1 million) * proof of current State of Idaho non-crop rights-of-way license (and if awarded must maintain said license for the entire length of this contract * must provide a Job Hazard Analysis and Safety Plan * must maintain a recorded log of the areas treated, the dates said areas were treated, a description of materials used, and name(s) of person(s) performing work * must provide a copy of all work logs to each Facility Manager, * must provide completed Pesticide Use Proposals for all chemicals to be used and sites to be treated and * must provide breakdown of labor, materials and travel costs The Bureau of Reclamation reserves the right to perform on-the-spot inspections to ensure quality control, safety of workers, and contractor compliance with all Federal, State, and local laws and requirements. Should the Bureau of Reclamation identify live weeds in locations described below after herbicide application has occurred, then the vendor agrees to return to the affected sites and re-apply the appropriate herbicide(s) to achieve required results as described in this document. III. Description of Duties at Each Facility: The following information is intended to be used in combination with on-site tours of all facilities in order for bidders to determine the full scope of the contract. Specific smaller areas requiring spot-spraying will be better defined during the on-site inspections. All bidders are obligated to the scope of the project as described during the on-site tours and in this document. The area estimates provided below are approximate values. Some sites have low frequencies of weeds and some have high frequencies of weeds. All sites described below are to be maintained as weed-free by the contractor, regardless of the frequency of the weeds or the density of the weeds at the given sites. Again, vendors may bid on either: (a) all of the following facilities, (Figure 1), (b) just the West facilities, or (c) just the East facilities. Each facility will conduct one on-site inspection with all bidders. However, Deadwood Dam and Cascade Dam will have on-site tours with only the successful bidder after snow melt. The Deadwood and Cascade bids may be approximated with a cost per square foot at present, and may be modified as per the on-site tour. Copies of maps of each site will be made available at each on-site tour. On-site tours shall be required for all prospective bidders. West Group -- Anderson Ranch Dam (Figure 2): Contractor will implement a bare-ground program at the following sites: the switch yard (~ acre), around the warehouse and equipment parking area (~1 acre), on the earthfill portion of the dam face and throughout a 20-ft buffer zone at dam contact areas, including the fixed-wheel gate house and radial-gate area (~5 acres). Implementation will be no later than 15 May 2000. Arrowrock Dam (Figure 3): Contractor will implement a bare-ground program at the following sites: around the buildings, shop, and driveways, including fuel storage areas (~2 acres), and a 20-ft vegetation-free zone at the dam abutment (~1 acre). Implementation will be no later than 15 May 2000. Arrowrock Powerlines: Contractor will implement a bare-ground program no later than 15 May 2000 within a 6-ft radius at the base of approximately 81 powerline poles from Spring Shores Marina upstream to Arrowrock Dam. Implementation will be no later than 15 May 2000. Black Canyon Dam (Figure 4): Contractor will implement a bare-ground program at the following areas: the face of the dam, including the penstock contact areas (~100 sq-ft), the left and right abutments (~1 acre), the switch yard (~1200 sq-ft), and the compound, including grounds around buildings and equipment (~3 acres). Implementation will be no later than 15 May 2000. BCID switchyard: Contractor will implement a bare-ground program at the Black Canyon Irrigation District switchyard (~400 sq-ft). Implementation will be no later than 15 May 2000. Cobblestone Parks (Figure 5): Contractor will implement a post-emergence program for noxious weeds located in isolated spots throughout the public areas and for broadleaf control on the lawn areas (~3 acres). Implementation will begin no later than 15 May 2000. C-line: The contractor will implement a bare-ground program within the switch-yard area (~400 sq-ft) and within a radius of 6-ft from the base of approximately 40 poles. Implementation will begin no later than 15 May 2000. Cascade (Figure 6) -- The contractor will implement a bare-ground program on the earth-fill portion of the dam face and within a 20-ft buffer zone at contact areas (~3 acres). The contractor will implement a post-emergence program along the access road right-of-way (~ mile). Implementation of both programs will be no later than 10 June 2000. Deadwood (Figure 7) -- The contractor will implement a bare-ground program using only water-approved herbicides at the dam abutment (~ acre) and under the propane tanks and throughout the fuel storage area (~550 sq-ft). Implementation will be no later than 1 July 2000. Mann Creek Campground (Figure 8): Contractor will implement a post-emergence program in and around the campground to control noxious and other undesirable weeds including Canada thistle (~2 acres). Implementation will begin no later than 15 May 2000. East Group -- Palisades Dam (Figure 9): The contractor will implement a bare-ground program: in the switch yard (~3.25 acres), along the road from the facilityfence to a point just past the gate house (~ mile), and throughout the maintenance compound at the camp and housing area (~3.5 acres). The contractor will implement a post-emergence program to control woody species and noxious weeds on the downstream face of the dam (~40 acres). The contractor will also implement a post-emergence program on the road berms along the crest of the dam from Highway 26 to a point just past the spillway gates (~1 mile). The contractor will implement a post-emergence program to control broadleaf plants on the medial strip of lawn, the lawn behind the garages, and on the camp-area lawn (~3.25 acres, Figure 9). Implementation of the bare ground program will be no later than 15 May, 2000. Implementation of the post-emergence program will begin no later than 15 June, 2000. Ririe Dam (Figure 10 and Figure 11): The contractor will implement a post-emergence program to control noxious and unsightly weeds in the area surrounding the maintenance compound (~ acre) and to control woody species and noxious weeds on the downstream face of the dam (~10 acres, Figure ). Also, the contractor will implement a post-emergence program along the berms of the roads from the maintenance building to the bottom of the dam (~ mile,) and spot treat for noxious weeds from Willow Creek to the top of the canyon slopes within a mile downstream of the dam (~100 acres ) Implementation will begin no later than 15 June 2000.
