of Land Management (BLM) has a requirement for a Temporary Holding
Facility for 750 to 1,000 Wild Horses. The contractor shall provide all
land, forage and/or feed, salt, minerals, and other related labor,
materials, equipment, and supplies necessary to maintain these animals
in a safe and humane manner. As these animals will be transported from
the Western States to the Eastern, Northern, and Southern States, the
BLM needs a facility in the mid-west to provide a half-way rest stop
for the animals in one of the following Mid-Western States: Arkansas,
Illinois, Iowa, Kansas, Missouri, Nebraska, or Oklahoma. The Temporary
Holding Facility will be either corrals/pens large enough to hold
1,000 wild horses (at least 400 square per animal), or pasture lands to
provide adequate forage for 1,000 wild horses. It is anticipated that
animals will be shipped in and out of this facility on a regular basis
-- therefore the facility's animal population should stay at
approximately 1,000 head. It is anticipated that the government will
award a contract for one year plus 4 option years. Solicitation Number
NAR000051 is scheduled to be issued on or about May 12, 2000. This
requirement is 100% set-aside for small business under SIC 8999
(average annual receipts for the preceding 3 fiscal years not to exceed
