Army, Engineering District, Alaska, is soliciting proposals on a Non
Personal Services: Provide Quality Assurance and Field Chemist Services
at various remote locations throughout the state of Alaska. The
potential contractor must meet the following agency technical
requirements: Bachelor of Science degree in Chemistry with demonstrated
proficiency in analyzing soil and water samples for environmental
pollutants. Capable of establishing and inspecting field analytical
laboratories to include gas chromatograph instrumentation, photo
ionization detectors, flame ionization detectors and infrared
spectroscopy. MODIFICATION: Minimum of five years experiences in the
area of environmental cleanup with an emphasis on field construction,
regulatory and landowner/general public notification. Typical
assignments will be remote locations and range from several days to
three months in duration. MODIFICATION: Must be proficient in computer
skills including internet research, excel, word processing and provide
detailed daily written reporting on construction activities including
spreadsheets tracking quantities and analytical chemistry data. Display
strong background in construction safety. Will be responsible for
managing work assignments and reporting at least weekly to the U.S.
Army Corps of Engineer, Alaska District. MODIFICATION: Current or
re-certification of Hazardous Worker Certification (OSHA) and Asbestos
Worker Certification and Construction Quality Management Certification
(COE). Re-certification will be acceptable after award. The award will
be through total small business set-aside. The standard Industry Code
(SIC) is 8999 (size standards $3.5). The contract shall be indefinite
delivery-indefinite quantity firm fixed price. The contract limit is
$100,000 for base period and two additional option years and an
additional $100,000/per year. There will be neither yearly contract
limit, nor any limit on each Task Order up to the stated capacity. The
Government intends to award multiple contracts to the responsible
contractors whose offers conform to the solicitation and are the most
advantageous to the Government. Work will be defined by Task Orders.
Responders are advised that this requirement may be delayed, cancelled,
or revised at anytime during the solicitation, selection, evaluation,
negotiation, and/or final award process based on decisions related to
DOD changes and disposition of the Army Services. The Government
reserves the right to exercise the options anytime after award of the
base contract. Estimated issuance date of RFP No: DACW85-00-R-0016 is
on or about 11 May 00 and responses are due to be received in the
Contracting Office approximately 30 calendar days thereafter. THIS
