The United States Customs Service operates a number of large and complex non-intrusive inspection (NII) devices in the execution of its mission to enforce trade laws and regulations, monitor and inspect trade goods crossing the borders of the United States, combat terrorism, and interdict willful smuggling of contraband material. These devices employ a variety of state-of-the-art technologies. A large portion of these devices is relocatable and can be employed at various locations throughout the United States. However, a large concentration can be expected to be located along the southwest land border of the U.S. at any given time. The U.S. Customs Service is considering the outsourcing of the routine maintenance as well as corrective repair of these devices and is seeking to identify potential qualified commercial sources who perform these types of services. Currently employed technologies include high energy X-ray imaging, Gamma-ray imaging, video and audio surveillance. The supported devices are comprised of electrical, electronic, communications, data display, mechanical, and transportation components. Many of these devices are sufficiently large as to require support servicing at their deployed operating locations. Customs anticipates a nationwide maintenance time-and-materials type contract. Interested parties may request a program information package from the point of contact at the address listed in this notice by submitting a written request. The package will be mailed out 15 calendar days from the publication date of this notice. Parties will then be given 30 calendar days from the issuance date of the package to respond, in writing, with (1) comments and questions regarding the requirement including the draft statement of work; (2) an indication of interest in performing the requirement under contract; (3) a summary of capabilities to perform the requirement in sufficient detail to substantiate the validity of all stated claims to include (a) a narrative describing technical and management techniques that would be used in implementing a nationwide maintenance and repair contract ; (b) a description of the methodology of employing personnel resources; (c) a description of business relationships with subcontractors, vendors, original equipment manufacturers (OEMs), etc.; (d) a description of the management and administrative methods of coordinating with the customer; and (e) a description of any anticipated risk factors with this type of contract; and (4) past performance information (cite at three projects or contracts in the past 3 years) of the same or similar maintenance services with the customer company_s name, address, and telephone numbers of the technical and business points-of-contact (to enable the Government to validate past (or current) performance). This is not a request for proposals (RFP), only a request for information at this time. Information received will normally be considered solely for the purpose of determining whether the requirement should be solicited in the future.
