has a requirement to update the American Public Works Association
(APWA) publication "Water for the West": The Bureau of Reclamation,
1902-1977. This project involves contracting a professional historian
to conduct the supporting research and prepare an manuscript document,
chronicling the U.S. Bureau of Reclamation's history. This historian
is to be acquired by APWA's Public Works Historical Society. The
manuscript will be peer reviewed by a jury of academic advisors and
Reclamation personnel. In preparation for Reclamation's centennial in
2002, a new publication is being commissioned. The publication will be
a complete rewrite of the original, providing a fresh presentation of
material. The historian/author will have academic freedom concerning
interpretations and conclusions about historical events, provided the
full manuscript is acceptable to a peer review by the academic
advisors. The primary purpose of the publication is to document
Reclamation's rich history with a comprehensive, analytical research
study or archival and secondary sources. Like the original, the
publication should provide an unbiased interpretation of Reclamation's
affect on water resource management, economic development, the
indigenous environment, and western politics. The author is expected to
conduct extensive research and produce a scholarly manuscript. As a
minimum the author will: (1) Conduct archival and secondary source
research to support historical interpretations (2) Document citations
with endnotes to establish a research path for other historical and
scholarly work.(3) Produce a bibliography of secondary sources(4)
Provide an originally written manuscript meeting the academic standards
of a professional historian. This publication's revision is to be
completed and 7,000 copies published by May 1, 2002. The duration of a
contract for the aforementioned work is expected to be 2 years, to
begin June/July 2000. The copyright to the original work is owned by
the Public Works Historical Society. Basedon information available at
this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by
FAR 6.302-1, Reclamation considers the services specified above as sole
source from American Public Works Association of Kansas City, Missouri,
and it proposes to negotiate a contract with that firm on that basis.
However, should additional sources be identified, they will be
considered. Any sources who believe they can provide the required
service as specified herein are invited to submit, in writing, an
affirmative response to this announcement within 45 calendar days of
the publication of this synopsis. An affirmative response would include
literature, brochures and such other materials which correspond to the
required services stated herein. This information will be evaluated
and used to determine if competitive opportunities exist. All sources
responding to this synopsis shall submit information relating to their
business size status, i.e., small, large, minority owned, woman-owned,
etc. The Standard Identifier Code (SIC) for this acquisition is 2731
and the small business size standard is not in excess of 500 employees.
