The work consists of constructing a new 25'x60', one story, wood-framed housing maintenance building; constructing a new 40'x56', one story, wood-framed community support building; miscellaneous site work for improving the playground; and all associated work as specified in the specifications and drawings. The contractor shall be responsible for supplying all labor, materials, supervision, transportation, and incidentals to construct fully usable facilities at the conclusion of work. Additional requirements may be included in the statement of work and drawings included with the bid package. Prospective contractors are urged and expected to inspect the site where the work will be performed. By submitting a bid, the bidder will be acknowledging it has conducted a reasonable site investigation and has ascertained the conditions affecting the work, as required by, and in accordance with FAR 52.236-3. The estimated cost range for this project is between $500,000 and $1,000,000. The time for completion of this contract is 270 calendar days after contract award. It is estimated that notice to proceed will be late-June 2000. The work required by this solicitation is identified as Industry Standard #1542 and the applicable size standard is $17.0 million dollars in average annual receipts for the past three years. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set-aside. All responsible sources may submit a bid which shall be considered by the U. S. Coast Guard. Requests for bid documents must be submitted and received by this office no later than 8 May 2000. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
