providing all labor, supplies, materials, supervision, transportation,
equipment, and all else necessary to complete the Construction/Repair
Marshalling Area and Construct Scales/Cover at Seymour Johnson AFB,
NC. The work involved includes but is not limited to, constructing a
lighted concrete pavement marshalling area, repairing existing
marshalling area, constuct weigh scales with cover including secure
storage area and office space at marshalling area and baggage canopy in
the southwestern corner of marshalling yard. All work shall be in
strict compliance with the specifications and drawings. This will be a
Firm-Fixed-Price construction contract with a 190 calendar day
construction performance period. This action is being considered for
100 percent set-aside for HUBZone small business concerns. Interested
HUBZone small business concerns should indicate their interest to the
Contracting Officer, in writing, as early as possible but to be
received not later than 15 calendar days of this notice. As a minimum,
the following information is required. (a) a copy of the certificate
issued by SBA of your qualifications as a HUBZone concern: (b) a
positive statement of your intention to submit an offer for this
solicitation as a prime contractor: (c) evidence of experience in work
similar in type and scope to include contract numbers, project titles,
dollar amounts, and points of contacts and telephone numbers: (d)
provide evidence of bonding capability to the maximum magnitude of the
project to include both single and aggregate totals. All of the above
must be submitted in sufficient detail for a decision to be made on
availability of interested HUBZone concerns. Failure to submit all
information requested will result in a contractor not being considered
as an interested HUBZone concern. If adequate interest is not received
from HUBZone concerns by close of business 15 calendar days from the
date of this notice, this solicitation will be issued on an
unrestricted basis withoutfurther notice. Therefore, replies are
requested from all concerns as well as from HUBZone concerns. The
estimated dollar value of this project is between $500,000 and
$1,000,000. The applicable Standard Industry Classification (SIC) code
for this acquisition is 1542 with a three-year average annual receipts
small business size standard of $17 million. The successful contractor
will be selected using performance/price tradeoff procedures resulting
in the Best Value to the Government. Performance is significantly more
important than price. It is anticipated that the solicitation will be
issued electronically on or about 01 May 00 on the Governments
Electronic Posting System (EPS) at www.eps.gov. Paper copies are not
available. You must register on that site in order to receive
notification of changes to the solicitation. Please submit any
