U.S. Army CECOM is soliciting for the upgrade of two (2) each, JTIDS EDM terminals to the latest JTIDS Class 2M configuration. Sole source negotiation is proposed with BAE Systems (formerly GEC Marconi-Hazeltine) pursuant to FAR 6.302-1(a), Only One Responsible Source. The Government does not possess the technical data necessary to define the form, fit, function or performance of the JTIDS family of terminals to allow another source to perform the maintenance and upgrade of these terminals. Completion of upgrades to these two (2) terminals is required by 30 September 2000. Interested offerors may submit a proposal that shall be considered by the agency. See Notes 22 and 26.
