This acquisition is being offered to full and open competition subject
to Standard Industrial classification (SIC) 1611. Women Owned and
small Disadvantaged Businesses are encouraged to participate. Work
includes but is not limited to the demolition of existing overhead
electrical distribution and the installation of new underground
electrical distribution on 10th Cavalry F.E. Warren AFB, WY. The basic
bid involves the installation of pad-mounted switchgear, transformers,
duct bank, primary and secondary laterals. Existing overhead service
entrances are to be removed and or modified. Existing street and
parking lot light circuits are to be converted from overhead to
underground. The project spans approximately 4,600 ft.. Project also
includes Repair Roads, parking and utilities for Phase IV of 5th
Cavalry, work required is to remove a portion of street adjacent to
dormitories located on 5th Calvary at F.E. Warren AFB, WY. This portion
will be to replace with a fire lane and landscaping. Existing parking
lots will be re-graded and some existing utilities lowered. Lighting
will be added to the parking areas as well as to the new pedestrian
walkways created along the fire lane. Work also includes demolition of
existing pavement and concrete, replacement of underground utilities,
new curb and gutter, pavements, lighting, landscaping and irrigation.
Special considerations for performance of all work shall include:
Notice to Proceed for construction will be delayed until early August
2000. It is anticipated that utility work only will be accomplished
between notice to proceed and start of winter exclusion period. Time
and weather permitting, additional work as defined in the
specifications may be allowed. Randall Avenue construction will cause
the street to be inaccessible from Ft Steele Way to Old Glory Road
during a portion of the initial construction period. Alternate routes
will be necessary and detoured traffic will have to be accommodated.
Renovation work in building 248 will be underway at the same time of
this contract. Access to the building 248 will be maintained. Magnitude
of this project is between $1,000,000 to $5,000,000.00. Performance
period of 220 days is authorized for this project with a winter
exclusion of 1 November to 15 April 00. Issue date for this
solicitation is anticipated to be on or about 30 April 00. With a
closing date of 30 days after issuance. This solicitation is a Request
for Proposal-Price Performance Trade-Off (PPT). Under PPT/ past
performance will be evaluated. When the solicitation is downloaded, it
should be read completely as there are milestones that must be met to
be considered responsive. This solicitation will be available only via
