purchase of trailers in accordance with the format in FAR Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. The
solicitation number is EMV-2000-RP-0025. The solicitation is issued as
a Request for Proposals (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14. This procurement is a small business
set-aside. The SIC Code applicable to this RFP is 3715. The small
business size standard is 500 employees. The Federal Emergency
Management Agency proposes to procure different types of trailers for
deployment to disaster sites. Item 001: Quantity of two (2) each
Semi-Trailers. MANDATORY SPECIFICATIONS: (1) Wabash National Van
Trailer or equal. (2) Size 53'x102"x110". (3) Overhead Rear Door. (4)
24" On Center Side Post. (5)Spring/Sliding Suspension. (6) Goodyear LP

5-year standard commercial warranty. All the above specifications are
considered mandatory and must be met by an offeror's product in order
for the product to be considered. Failure to meet any of the above
specifications will eliminate that particular product from further
consideration. DELIVERY REQUIREMENTS: ITEM 001: One (1) Semi-Trailer
and ITEM 002: One (1) Single Drop Platform Trailer shall be delivered
FOB Destination to FEMA Territory Logistics Center- Central, 4900
Hemphill Street, Warehouse #1, Section "M" (SouthEnd), Ft. Worth, TX
76115. ITEM 001: One (1) Semi-Trailer and ITEM 002: One (1) Single Drop
Platform Trailer shall be delivered FOB Destination to FEMA Territory
Logistics Center -- West, NASA Ames Research Center (ARC) Bldg. 144
Door #7, Moffett Field, CA 94035. ITEM 002: Two (2) Single Drop
Trailers and Item 003: Three (3) Trailer Van Refrigerated shall be
delivered to 4552 N 2nd, Bldg. 607 Fort Gillem, Forest Park, GA
30297-5185. Contractor to provide best delivery schedule. The
Government's minimum delivery schedule is 30 days after receipt of
order. The Government will accept and inspect the units at their
Territory Logistics Centers. DESCRIPTIVE LITERATURE: Contractor to
provide descriptive literature of proposed make and model to be
furnished in accordance with FAR Clause 52.212-1 "Instructions to
Offerors -- Commercial Items", Section b(f). Failure of an offeror to
submit descriptive literature for a proposed "or equal" product will
result in that product being rejected from further consideration.
Further, descriptive literature which fails to show that the proposed
product(s) complies with the requirements stated above will result in
the rejection of the product. EVALUATION INFORMATION: The Government
will award a contract(s) resulting from this solicitation to the
responsible offeror whose proposal conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. Contractor must meet all the requirements detailed within
this solicitation. Technical is of greater importance when compared to
price. Proposal Preparation Instructions: The provision at 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
Offerors shall provide a firm fixed-price for Item 001: Two (2) each
Semi-Trailers. Item 002: Four (4) Single Drop Platform Trailer. Item
003: Three (3) Trailers Van Refrigerated. Any shipping charges shall be
added as a separate line item on the proposal for each location. The
government reserves the right to make multiple awards from this
solicitation. Successful contractor must meet all the responsibility
requirements of Subpart 9.1 of the Federal Acquisition Regulation
(FAR). A written notice of award or acceptance of proposal, mailed or
otherwise furnished to the successful offeror, shall result in a
binding contract without further action by either party. Offerors are
to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their
