a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation and a written solicitation will not
be issued. The provisions and clauses in the RFQ are those in effect
through FAC 97-15. The Regional Contracting Department, Fleet &
Industrial Supply Center, Pearl Harbor, Hawaii intends on negotiating
a firm-fixed contract for the following: Item 0001, 36/ea -- Solar
Panels -- Solar panels shall be nominally sized 4' x 10' panels.
Glazing shall be low iron content tempered glass with iron oxide
content less than 1%. The glazing shall be 5/32" thick. All panels
shall be forge welded copper tubing and fins, or have equivalent
strength rating. Panels shall have a ' riser and 1" header. Absorber
coating shall be "Black Crystal" as developed by Sandia National
Laboratories or have equal emissivity, absorbtivity, and collector
thermal performance rating as stated below. Working pressure of panels
shall be a minimum of 160 psi and shall be wind rated to 180 mph.
Mounting brackets and struts shall be anodized aluminum and shall be an
integral mounting system. Mounting brackets shall not require any
drilling or tapping to fasten to panel frame wall to disturb panel
integrity. All fasteners shall be aluminum or stainless steel. Panels
shall be mounted to roof similar to collector side view. (Sample of
mounting details will be provided upon request). In lieu of mounting to
truss beam, front and rear panel brackets shall be fastened to a 1-5/8"
U strut (1-5/8" anodized, total of approximately 720 linear foot).
One-inch square rear support tube shall be used with the rear brackets
-- 72 each front and rear brackets shall be ordered with 144 stainless
steel strut nuts/bolts/washers/lock washers. Note: The solar panels
shall be used for reheat (not domestic water heating) for an air
conditioning system. Water will typically be in the 150-160 degree
range for extended periods of time. Return water shall be at
temperatures in the 120-degree range. We will typically be in category
C range (Ti -- Ta) with times in category D. Panels shall be located
in Hawaii at an approximate 23-degree tilt. The panels shall provide
hot water for a 2100-gallon storage tank. Panels shall be mounting at
waterfront locations on built up roofing (with corrugated metal on
square tubing beneath). The following items are essential: (A) Due to
the corrosive environment, we want as much protection as possible.
Therefore, panels shall have an anodized aluminum finish. (B)
Absorbtivity shall be .94 or higher with emissivity of .12 or less.
Collector thermal performance ratings shall be at least 42kbtuh/day on
a clear day (2000Btu/sq. ft x day) in category C as rated by an
independent lab. (C) Due to mounting constrictions, we would like to
ensure all panels could be mounted with unistruts channels as specified
earlier. (D) Certifications that the 4 x 10 panels are capable of wind
loads of 180 mph. Uplift wind load numbers (though not necessarily
180) are requested for comparative purposes. FOB: Destination. Delivery
to: NSYIMF Pearl Harbor, POC: Code 512 (808) 471-1133, 677 Safeguard
St., Bldg. 167, Pearl Harbor, HI 96860-5033. Offerors of any equal must
provide description literature to this office for evaluation. Delivery
required -- - 14 days ARO. This acquisition is 100% set-aside for
small business. The SIC and the small business size standard for this
procurement is 3646 and 500 employees respectively. All contractors
must be registered in the Central Contracting Registration database to
be eligible for a Department of Defense contract award. Quoters are
encouraged to use the Standard Form 1449, Solicitation/Contract/Order
for Commercial Items form found at

All qualified responsible business sources may submit a quotation,
which shall be considered by the agency. Quoters shall provide the
certifications required by FAR if the end product(s) quoted is other
than domestic end product(s) as defined in the clause entitled "Buy
American Act -- Supplies", the quoter shall state and list the country
of origin. The following FAR Clauses are applicable: FAR 52.212-1,
Instruction to Offerors -- Commercials. As addenda to this clause
paragraph (c), Period for acceptance of offers. The offeror agrees to
hold the prices in its offer firm for 60 calendar days from the date
specified for receipt of offers, unless another time period is
specified in an addendum to the solicitation. Paragraph (h), Single
award. The government intends to award a single contract resulting from
