The Coastal Systems Station (CSS), Dahlgren Division, Naval Surface
Warfare Center, intends to solicit proposals for the design and
fabrication of a state-of-the art Wide Bandwidth Sonar (WBS). The WBS
will be used to evaluate conventional and biologically inspired signal
processing and classification techniques. The WBS shall consist of
three units: the Submersible Unit, Topside Unit, and the Umbilical
Cable. The use of commercial-off-the-shelf (COTS) and modified COTS
systems is encouraged. Some transducer development work is expected,
due to the bandwidth (30kHz to110 kHz) and power (208 dB//uPa)
constraints. Detailed performance requirements and minimum physical
constraints are included in the performance specification that will be
part of the solicitation package. Delivery of the unit, fully
assembled and tested in accordance with the specification, is required
by 1 September 2001. Delivery will be to the Coastal System Station,
Panama City, FL. This will be awarded under full and open
competitionand will be a firm-fixed-price supply contract. Awards will
be based on best value for the Government. CSS plans on releasing the
