COMMERCE BUSINESS DAILY ISSUE OF APRIL 24,2000 PSA#2585DOC; Mountain Administrative Support Center; Acquisition Management
Division; 325 Broadway MC3; Boulder, CO 80303-3328 59 -- HORIZONTAL FIELD SPLIT PAIR SUPERCONDUCTING MAGNET SYSTEM SOL

(303) 497-3163 E-MAIL: NOAA; MASC Acquisitions Management,
Brenda.S.Summers@noaa.gov. The National Institute of Standards and
Technology (NIST) has a requirement for a horizontal field split pair
superconducting magnet system with optical cryostat for optical
measurements of static and dynamic polarization rotation in exotic
magnet/semiconductor heterostructures. The system requirements are: 1)
Magnetic fields of 7 Tesla at a temperature of 4.2 K. 2) Field
uniformity less than 0.6% over a 10 mm diameter sphere. 3) Variable
sample temperatures from 4.2 K to 300 K. 4) Optical access ports with
a maximum f/# of 1.8 parallel to the field axis. Two more access ports
perpendicular to the field with a maximum of f/# of 2.7. 5) A 25 mm
sample space. 6) Microwave feed-throughs with semi-rigid coax extending
to the sample. 7) 100-hour liquid He static hold time with a 20-liter
liquid He capacity. Interested sources must submit a written
qualification statement with literature, by May 5, 2000, and must
contain sufficient information to clearly establish the ability to
provide the necessary equipment. Responses must reference Synopsis No.
NB814000004113JW. This announcement/solicitation is being issued under
the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00)
and is not a request for quotes. There is no bid package available at
this time, just the salient characteristics listed above. The award
decision will be based upon the best value to the Government, with
technical merit, past performance and availability being significantly
more important than price. Terms and Conditions and agency level
protest procedures are referenced at http://netsite.esa.doc.gov.oam. In
the absence of other qualified sources, based on the responses, it is
the intent of the government to negotiate with Oxford Instrument, Inc.,
Fremont, CA. Technical questions can be directed to Tom Silva at (303)
