NASA/LaRC plans to issue a Request for Quotation (RFQ) for One (1) each of a Mitel Global Positioning System (GPS) with compatible hardware. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from a Mitel Corporation authorized distributor to insure compatibility with existing government developed software for the remote sensing of ocean surface wind speed utilizing reflected GPS signals. In addition, the GPS software development system must be accessible to allow modification of the commercial GPS algorithm and implement NASA LaRC custom developed software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 30, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
