95 -- SUPPLY AND DELIVER METAL TUNNEL LINER PLATES TO PROJECT SITE ON THE PAYETTE NATIONAL FOREST SOL R4-12-00-05 DUE 050400 POC Cheryl R. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is R4-12-00-05 and is a request for offers current through Federal Acquisition Circular 45. This procurement is unrestricted. The Standard Classification code is 3443 and the small business size standard is 500. The procurement will consist of supplying 78 feet (minimum) galvanized steel tunnel liner plate, 21'-9" (minimum span) by 10-foot (minimum rise) span pipe-arch liner plate and all hardware and specialized tools necessary for assembly. Include bolt on shear studs for each end circumference in order to connect the liner plate with a concrete headwall. The plate shall be designed to support 18 feet of fill (at the minimum dimensions). The fill material is a road fill composed of decomposed granite sands. The road fill has been in place for 48 years and is thoroughly compacted. The offer shall include all shoring or reinforcing details, if necessary, to safely install the liner submitted. The successful offeror shall be required to submit calculations verifying the thickness proposed and typical shop drawings of the plate detailing the locations of grout ports and the bolting system. Calculations shall be in conformance with AASHTO and/or ASTM methods utilizing the conditions identified above for installation under a public roadway. The offer shall include a minimum of 5 days field assembly assistance by a Licensed Engineer experienced in the assembly of Tunnel Liner Plates. The price shall include all shipping and unloading (personnel and equipment)of the liner plate to the project site, 37 miles east of Cascade, Idaho, via the Warm Lake Highway. The contractor is responsible for all equipment necessary for unloading. Hardware and tools needed for assembly are to be delivered to the Payette National Forest Supervisor's Office, 102 Lake Street; McCall, Idaho. Prior to shipment the supplier shall contact the Idaho Department of Transportation for acceptable haul route, permits and restrictions. The required delivery date for this material is July 15, 2000. A 1% per day delivery bonus will be added for each day delivered before July 20, 2000, but no more than 15% total bonus. The Contractor shall be assessed Actual Damages for failure to deliver by July 20, 2000, based upon Government administration costs for delay of the subsequent installation contract that will utilize this material.
