Coastal Systems Station, Dahlgren Division, Naval Surface Warfare
Center, Panama City, Fl, intends to solicit competitive full and open
proposals for non-personal technical and engineering support services
for a complex array of programs primarily in the diving, life support,
salvage, ocean engineering and chemical /biological protection support
areas. Diving and life support/ocean engineering is primarily
responsible for formulating, planning, managing, and executing research
and development of systems for the Department of Defense and U.S. Navy
in diving and salvage, life support equipment, chemical / biological
protection, special operations, and in-service equipment support.
Required areas of support are: Engineering requirements,
specifications, analysis, design implementation, integration, testing,
operation, and safety of systems. System and subsystem level
engineering support to the U.S. Navy in all phases of system
development and acquisition including: concept formulation and
evaluation, system development, and life cycle support. Production and
in-service involvement to provide specialized technical expertise and
support during system maturation and transition of engineering and
supply support. Diving and Life Support Equipment development,
maintenance, and test and evaluation support. Support of major
RDT&E facilities including a hyperbaric testing facility, chemistry
laboratory, diving equipment depot and cleaning area, and prototype
equipment fabrication facility for assembly, support, evaluation, and
validation of systems during all research, development, and acquisition
phases. Fabricate, modify, repair, or assemble models, prototypes, and
limited quantities of production items. Life cycle engineering and
configuration support of diving and life support systems and equipment,
which require specialized software and support. Support for U.S. Navy
certified diving equipment, underwater breathing apparatus, and deep
diving systems, and underwater autonomous vehicles (unmanned). Provide
in-service engineering, program management, and integrated logistics
support for U.S. Army, Navy, and Marine Corps equipment and systems.
Support for acquisition, research and development, assembly, and life
cycle assistance for personnel protection, fire fighting, damage
control equipment, USMC Reconnaissance Airborne Capability Enhancement,
and special projects. Support for acquisition, research and
development, assembly, and life cycle assistance for Chemical /
Biological protection and defense programs. Support for Quality System
development, record maintenance, internal and external audit, data
base management, data analysis, functional audit, and quality system
training. A five-year cost reimbursement contract, with both term and
completion delivery orders, is contemplated. Technical and cost
proposals will be required. The successful offeror will require a
secret facility clearance . Only contractors who are certified as "U.S.
Qualified Contractor" under DoD procedures may receive
export-controlled data required for performance of this effort.

number. Telephone requests will not be accepted. Solicitation will be
available for download on or about 24 May 00. Solicitations and any
