A -- AEROPHYSICS TEST PROGRAM III (ATP III) POC Contract Specialist -- Shelby Smith 256-955-2192, Contracting Officer -- Belinda Williams The US Army Space and Missile Defense Command, Huntsville, AL, intends to award a sole source contract to support the Aerophysics Test Program III (ATP III). The proposed contract action is a follow-on to Contract DASG60-94-C-0045 with the University of Alabama in Huntsville, Huntsville, AL 35899. The proposed acquisition is pursuant to the authority of FAR 6.302-1(a) (2) (iii), only one responsible source and no other supplies or services will satisfy agency requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The objective is for the evaluation/assessment of hypervelocity impact phenomenology including kinetic energy lethality, kill assessment, survivability, penetrator evaluation (at pre-determined strike angles), signature characterization with masking, low observable technology, and plume technology. A ground range test facility for accomplishing preflight and postflight measurements and analysis is required. A cost type contract with a basic thirty month period of performance including surge options and three twelve month options is anticipated. A TOP Secret facility with the capability to handle Top Secret Storage will be required. This is not a formal solicitation. All responsible sources that believe they can perform this requirement without substantial duplication of cost to the Government are invited to submit a written narrative statement of capability, including detailed technical information sufficient to permit agency analysis in order to determine bonafide capability to meet the Government's requirements. Responsible sources are advised that they may submit an offer which will be considered by this agency. This action is not open to allied participation.
