Commerce/NOAA/NOS/Staff Office for International Program has a
requirement for a contractor to provide services for the Development of
a Mexican GIS-Based Inventory of Land-based Sources of Pollution.
NOAA/NOS has been actively involved in the binational Bight of the
Californias project and desires to support development of the Mexican
component of a binational GIS-based inventory of point and non-point
sources inventory will be developed for the area which extends
oceanographically from the Tijuana beaches in the north to Bahia de
Todos (Ensenada) in Mexico. This work will be performed in direct
support of the United Nations-sponsored Global Program of Action for
the Protection of the Marine Environment from Land-Based Activities
GPA. The study area of the binational inventory project is the entire
drainage of the Bight of the Californias. The Mexican study area will
include the entire drainage area of the Mexican portion of the Bight of
the Californias. Existing information on point and non-point sources of
pollution for this entire study area will be compiled and entered into
a GIS ArcView format. The principal focus of this contract will be on
detailed point source data for the Tijuana-Ensenada coastal corridor
located between the coordinates of 32 degrees 32' y 31 degrees 40'
latitude north and 116 degrees 40' and 117 degrees 03' longitude west.
Non-point source data will be included if it is available. The limits
are: on the North, the border with USA, on the South, the internal
portion of Punta Banda, Ensenada, B.C., on the East 200 meter contour
elevation which marks the sharp change in the slope of the coastal
surface or a distance of 10 km inland: and on the West, the isobath of
200 meters depth marking the edge of the continental shelf. Tasks 1.
Develop detailed time line for project in coordination with U. S.
Technical team to coordinate activities related to database structure
and GIS development. 2. Participate in approximately 7 meetings with
the Mexico technical team,the U. S. Technical Advisory committee, and
the Bight of the Californias Ad Hoc Committee, to establish principal
pollutants of concern for which to make loading estimates in the pilot
project area, and get consensus from Bight of Californias Ad Hoc
Committee. Establish standard spatial units, industrial
classifications, classifications of point sources into major and minor
discharge indicators, and metadata with U. S. Team to insure
cross-border database compatibility, 3. Identify and list sources of
existing information on point and non-point sources of pollution in the
Mexican study area and do a gap analysis. 4. Compile general existing
GIS data layers to produce a base map needed to display point sources
and obtain detailed support layers for the pilot study area. 5. Obtain
a "facility" file. This file will list all major and minor facilities
in the study area and have important attributes such as facility name,
contact name, telephone, locational information, type of industrial of
municipal activity, and other. 6. Assign latitude/longitude
coordinates to all major and minor facilities. 7. Assign all facilities
to spatial units such as the coastal corridor, watersheds, receiving
water, county, etc. 8. Obtain a "permit" data file for permitted
pollutants in the study area. 9. Obtain a "pollutant loading estimates"
file for most permitted pollutants of concern in the study area. 10
Work with Federal, State, and Local personnel to verify and quality
control the data. 11. Provide to the U. S. host institution of the
binational inventory (TBD) copies of all digital data files, supporting
documentation, metadata, hard copy maps, etc. The contractor must be
bilingual (English-Spanish) and have qualified expertise in GIS coastal
research and applications. In additional, the contractor must be well
versed in the political, environmental and scientific issues of the
unique border region, particularly the Bight of the Californias GPA
pilot project. The contractor must also have excellent knowledge of the
contacts witha range of appropriate Mexican agencies and organizations
in Baja California from which to obtain the information. Interested
