SUGGESTED NOTIFICATION FOR THE COMMERCE BUSINESS DAILY MULTI-DISCIPLINE
OPEN-END ARCHITECT-ENGINEER SERVICES INDEFINITE DELIVERY INDEFINITE
QUANTITY (IDIQ) CONTRACT (OPEN-END) TO PROVIDE INVESTIGATION AND DESIGN
SERVICES (TITLES 1-A AND 1-B) FOR VARIOUS PROJECTS AT DAVIS-MONTHAN
AFB, ARIZONA. POC: Tommy Ragan, commercial (520) 228-5441. PHONE CALLS
are DISCOURAGED unless ABSOLUTELY necessary. Architect-Engineer
services are required for investigation and design of miscellaneous
maintenance, minor construction, renovation, repair, and other design
services at Davis-Monthan AFB, Arizona. Work will include, but not be
limited to, architectural, civil, communications, electrical,
environmental, fire protection, geotechnical investigation,
landscaping, mechanical, seismic, structural, and topographic survey.
Some projects may require renovation and/or demolition of existing
facilities where asbestos and/or lead-based coatings, e.g., paint, may
be present. The selected firm must have the ability, either in-house
or through consultants, to perform asbestos and lead surveys, and to
design for containment or removal. More than one contract may be
awarded based on this solicitation at the Government_s option. The
performance period for each contract will be for one basic period and
two option periods. The maximum amount of work that may be ordered
under a contract for either the basic period and each option period
shall be $750,000.00. The maximum amount for a single delivery order
issued under a contract shall not exceed $299,000.00. A minimum of
$5,000 in fee work shall be awarded under a contract. In order to take
maximum advantage of such a contract, the Government, at its option,
may award the option periods as soon as the maximum contract amount
from the basic or option periods has been reached. All firms desiring
consideration under this announcement must furnish both Standard Forms
(SF) 254 and 255 in a single submittal package. The submittal shall
include one (1) copy of SF Form 255 for the prime and one (1) copy of
SF Form 254 for both the prime and each consultant. Depth of prime and
consultant personnel in each discipline must be shown in block 4 of SF
Form 255, with the number of consultant personnel annotated in
parentheses. Significant evaluation factors include, but are not
limited to: Professional Qualifications, Specialized Experience and
Technical Competence, Capacity for Timely Accomplishment of Work, Past
Performance, Geographic Location, and Volume of DOD Work the Firm Has
Performed in the Past. Special qualifications which are required and
are considered as part of the selection process are professional
registration in Arizona and the ability to prepare and submit documents
and electronic drawing files in the following software: (1) Documents
shall be in MS Word, Versions 6.0 or 7.0, or MS Word 97 format on
3-1/2-inch diskette, 100 megabyte jazz or zip diskette, or CD-ROM; and
MS Excel, Versions 5.0 or 6.0, or MS Excel 97 format, on 3-1/2-inch
diskette, 100 megabyte jazz or zip diskette, or CD-ROM. In addition,
the firm must have the ability to prepare and submit documents in Adobe
Acrobat format using Adobe Acrobat Exchange, e.g., specifications
sections, including the table of contents, shall be provided with the
table of contents linked to each specification section, ready for
publication on the Internet; and, (2) Electronic drawing files shall be
in AutoCAD, Release 12, 13 or 14 format, on 3-1/2-inch diskette, 100
megabyte jazz or zip diskette, or CD-ROM. In addition, the firm must
have the ability to prepare and submit electronic drawing files as
raster drawings in the CALS format, organized into a SourceView
document file using SourceView Author software, ready for publication
on the Internet. The ability of the firm to meet the special
qualifications must be indicated in block 10 of the SF Form 255. The
failure of a firm to address the special qualifications in block 10 of
the SF Form 255 will result in the incontrovertible determination that
the firm_s submittal is non-responsive and, as such,the firm_s
submittal will not be considered by the selection boards. One (1) copy
of the submittal is to be received in this office not later than 4:30
PM Mountain Standard Time on May 22, 2000. Should the due date fall on
a weekend or holiday, the submittal will be due the first workday
thereafter. Submittals received after this date and time will not be
considered by the selection boards. Cover letters and extraneous
materials are not desired and will not be considered by the selection
