D -- MAINFRAME COMPUTING SERVICES DUE 050100 POC Contracting Officer, Tom Anson, 618-229-9727 DISA WESTHEM IS SEEKING INFORMATION FOR PLANNING PURPOSES from potential sources who may be interested in providing MVS capacity on demand at the DISA facility at Area Command (AC) Mechanicsburg, PA. A key element of this RFI is that DISA would pay based upon CPU usage. It is the Government's intent to pay based only upon the capacity actually consumed, in a manner comparable to payments made to an electric utility for energy actually consumed. Prospective contractors would provide services similar to those currently obtained from an IBM R-95 Mainframe CPU at Area Command (AC) Mechanicsburg, PA. Additional host computers may be configured in this requirement. Period of performance would be a 24-month base year, plus three (3) option years. The contractor will provide all equipment and services required to meet the processing loads described below. All required software will be provided by the Government The AC's minimum requirements include, 1) an average of x% of available MIPs used each month, 2) 45Billion start I/O's per year, 3) Nondisruptive capacity upgrade on demand (based upon a percentage of processing capability), 4) Support for unprogrammed mission growth estimated to be 10% per year, 5) 100% System availability, 6) One (1) second TSO average response time, 3 second TSO maximum response time, 7) .2 second CICS average response time, one second maximum response time, and 8) 4 second Datacomm average response time; 10 second maximum response time. DISA proposes making payments based upon measured actual consumption by utilizing System Management Facility (SMF) type 30 and type 110 records, along with Resource Management Facility (RMF) type 70 records. These records would be submitted to the vendor as the basis for invoicing the Government for Mainframe Computer Processing Services rendered.
