The Federal Motor Carrier Safety Administration (FMCSA) of the US Department of Transportation has a requirement for data processing and information systems services in support of the Motor Carrier Management Information System (MCMIS). This procurement will be 100% set aside for 8(a) contractors. The SIC code is 7374, Computer Processing and Data Preparation and Processing Services. This solicitation (draft and final versions) will only be released and available electronically through the Electronic Posting System (EPS) at www.eps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a DRAFT Solicitation on April 25, 2000 and will request comments from interested parties to be e-mailed to Sarah Tarpgaard at Sarah.Tarpgaard@FHWA.DOT.GOV by May 2, 2000. The Government anticipates issuing the final Solicitation on May 5, 2000 by posting the Solicitation at www.eps.gov. Proposals will be due roughly 30 days after the posting of the solicitation. Estimated proposal due date is June 6, 2000, with an estimated award date of July 14, 2000. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the EPS website for any solicitation amendments. Background: The FMCSA has been mandated to solicit and process periodic re-filings of Motor Carrier Identification Reports (Form MCS-150). This procurement will support fulfillment of that mandate. Scope: The scope of work will include (1) data processing and data maintenance, (2) managing mass mailings, and (3) on a task order basis as needed, perform MCMIS-related non-personal support services such as execute queries/reports, document sorting and control, data entry for special projects as needed, special project bulk mailings as needed, and system analysis and enhancement as needed. The bulk of the work will include processing of Motor Carrier Identification Reports (MCS-150) re-filings into the MCMIS database. This involves pre-screening, data verification, data input, data quality checks, data edit check development, and data maintenance. (Note: The Government will provide the contractor training/guidance on the MCMIS.) Due to the complex nature of MCMIS data processing, the Government will require extensive quality control measures and document control. Managing mass mailings will involve producing, managing and tracking mass mailings of Carrier Identification Update Packages to the motor carrier community. (Note: The Government will provide information/forms for the package and an electronic file of mailing addresses.) The Government anticipates awarding a contract for a base year plus four option years. This requirement in total is a new requirement; there is no incumbent contractor. However currently MCMIS data entry of new MCS-150's is performed under Contract Number DTFH61-98-Z-00091 by COmputing TechnologieS, Inc. (CoTs) of Fairfax, Virginia.
