This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal are being requested and a written solicitation will not be issued. The solicitation is (Request for Quotation) RFQ 07-00-030. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. This procurement falls within the definition of standard industrial classification code 0851. The small business size standard is $5.0 million. The Small Business Competitiveness Demonstration Program is not applicabke to this procurement. TECHNICAL SPECIFICATIONS ARE: 1. Quality paper mulch product sprayed on approx. 0.5" thick with tacifier; 2. moisture content must be according to manufacturer recommendations and be substantiated by a certificate of compliance (moisture content is generally recommended to not exceed 12 percent); 3. mulch should contain a slow release fertilzer of approx. compostion 16-15-15 applied at rate of 500 lbs/acre; and 4. seed will be provided by the Forest Service and added to the mulch as appropriate. Contract time is 30 calendar days, 4 acres 1 week in early June and 16 acres 3 weeks late August and early September.
