This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR sub part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL ONLY BE issued electronically. Solicitation number RFP-797-FDF4-00-0069 is issued as a Request for Proposal. This acquisition is unrestricted. The SIC code is 7381 and small business size standard is $9.0 million average annual receipts. The AFMLO/VASS has a requirement for Hospital Information, Security and Resource Protection Services (HISRPS). The Contractor shall provide all equipment, tools, materials, supervision and those items necessary to perform HISRPS services. The Contractor shall provide service at the 81st Medical Group, Keesler AFB, MS, herein referred to as the Medical Treatment Facility (MTF). Contractor shall furnish all labor, management, supervision, training, consultations and reports, except as provided in Section 3, of the electronic version of the solicitation. Performance will be in accordance with the requirements contained in the Statement of Work (SOW) located in the electronic version of the solicitation. All interested prospective contractors are urged to request an electronic version of the solicitation. Due to time constraints this is the only format available. Offerors responding to this announcement shall provide the information contained in FAR clause 52.212-1, Instructions to Offerors -- Commercial Items. The offeror shall also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number) and Tax Identification number. Clause 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. (1) Technical capability, (2) past performance, and (3) price. Technical and past performance when combined are significantly more important than price. Offerors shall provide technical information and a minimum of seven past performance references, preferably government references. The resulting award will incorporate the requirements of the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
