E-MAIL: Mary E. McKaig, Mary.E.McKaig.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for dues for 1 year for Principal Membership in the Open GIS Consortium (OGC). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to issue the purchase order for these dues to the OGC, which is located in Wayland, MA. Participation by NASA personnel in the activities of this organization advances NASA's role in developing and applying technology for Digital Earth and allows NASAA expertise to help shape national standards. This membership provides opportunities for the exchange of information and views among industry and Government members of the GIS community and, therefore, benefits both NASA and the organizations. Membership to the OGC is only available from the OGC itself; therefore, this requirement is being handled on a sole source basis. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 05/11/2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
