(301) 435-4335 SOLICITATION NOTICE FOR THE NATIONAL INSTITUTE OF HEALTH
ANIMAL CENTER (NIHAC) AT THE NATIONAL INSTITUTES OF HEALTH (NIH),
POOLESVILLE, MD. It is the intent of the NIH to procure this project
under a two (2)-step acquisition process. The first step will
pre-qualify construction contractors for a bidders list to provide all
services for the construction project. Under the Second Step the
qualified contractors shall submit a Base Bid and Three Optional Bids
for the construction project. Base Bid and the Options are detailed on
the drawings. The magnitude of the construction project is estimated
to be over $10 million. Construction of the project is to be completed
within 24 months from the noticed to proceed including any options
exercised. The "Upgrade of Utility Infrastructure Project at the
National Institute of Health Animal Center (NIHAC) in Poolesville,
Maryland consists of construction for a new power plant to replace the
existing plant facility, and connection to existing utilities which
includes steam chilled water, sanitary, water, electrical and signal.
The new 3,885 square meters (24,000 cubic meters) power Plant includes
three (3) 4200 kw chillers and provision for one (1) future 4200 kw
chiller, two (2) 11,500 kw and two (2) 4,500 kw high pressure (1700kpa)
water tube boilers and provision for an additional future 11,500 kw
high pressure boiler. The work includes all materials, labor,
supervision, quality control, commissioning and any other associated
cost for all pumps, tanks, piping and cooling towers to provide a
complete chilled water and steam plant facility. The chilled water
system is a primary/secondary system with primary pumps for a chiller
loop, and secondary pumps to serve the site building loops. The new
Power Plant includes new 15kw distribution switchgear complete with new
15kv feeders and utility connection configured to serve the entire
animal center electrical system. The new Power Plant under Options One
and Two if exercised will have four (4) 1,500kw, 12,470 volts engine
generator sets, paralleling switchgear with utility load management;
complete with microprocessor based measuring and monitoring power
system feeders and connections to serve the NIHAC power system. The
project also includes 290 square meters (870 cubic meters) utility
tunnel with steam, distilled water and electrical utilities.
Connections to existing NIHAC utilities are included under Option
Three. CONTRACTOR QUALIFICATION STEP ONE The government will determine
the capability of each offeror on the basis of its response to the
following criteria: Organizational Past Performance/Experience: The
offeror must have satisfactorily completed projects of similar type,
size, and magnitude. The offeror's completed projects shall have
included the following: Chiller projects from 4200 kW and larger units.
High Pressure Steam Boiler projects having a capacity of 11500 kW and
larger. Electrical projects including generating systems similar in
capacity or larger with characteristics similar to the proposed
project, and 15 KV electrical power distribution system. For each
project submitted provide a complete description and references
including the owner, project officer, owner's project representative,
and architects and or engineer of record. Past performance is a measure
of the degree to which an offeror satisfied its customers and completed
its work in compliance with Federal, State and local laws and
regulations. Evaluation criteria in descending order of importance are
as follows: That the offeror was capable, efficient and effective in
performance of work, submissions, reports, progress meetings, and
inspections. That the offeror's performance conformed to the terms and
conditions of its contract. That the offeror was reasonable and
cooperative during performance. That the offeror was committed to
customer satisfaction. Extent to which the offeror's key personnel have
worked together in the past. In the evaluation of past performance, the
government will contact the references provided by the offeror and
other reliable sources of information, including, but not limited to
Federal, State, and local agencies, better business bureaus, published
media and electronic databases. The technical proposal shall not
include prices or pricing information. The technical proposals must be
received on or before May 22, 2000, 3:00 p.m. local prevailing time at
the above address using zip code 20892-5711. Offerors should submit a
proposal that is acceptable without additional explanation or
information. The Government may make a final determination regarding a
proposal's acceptability solely on the basis of the proposal as
submitted. The Government may proceed with the second step without
requesting further information from any offeror; however, the
Government may request additional information from offerors of
proposals that it considers reasonably susceptible of being made
acceptable, and may discuss proposals with their offerors. A notice of
unacceptability will be forwarded to the offeror upon completion of
the proposal evaluation and final determination of unacceptability.
Only one (1) technical proposal may be submitted by each offeror.
BIDDING STEP TWO Each contractor selected under Step One will be
invited to submit one sealed bid for the project Base Bid, Option One,
Option Two, and Option Three on the form provided by the Government in
the Request for Bid. In this step, only bids based upon technical
proposal determined to be acceptable, either initially or as a result
of discussions will be considered for award. Each bid in this step must
be based on the bidders own technical proposal from Step One. The basis
for award will be the low qualifying base bid plus all Options. If
exercised, the Option(s) or any combination of Options will be
exercised by October 31, 2001. One set of the Specifications and
Drawings will be issued to qualifying contractors on the bidders list
at no cost; additional copies will be available for $307.00 a set and
will be available until quantities are exhausted. Information on
delivery orperformance requirements is not binding on the Government
and the actual delivery or performance requirements will be contained
in the invitation issued under step two. Technical proposals may be
