Removal of disposed dredged material from two upland disposal areas at two locations on the Black Warrior and Tombigbee River System, Alabama. One site is located in Washington County, AL at navigation mile 109 on the downstream right bank of the Tombigbee River, and the other in Tuscaloosa County, AL at navigation mile 307 on the downstream right bank of the Black Warrior River. The quantity of material will be in the approximate range of 100,000 to 2,000,000 cubic yards. We envision to contractors with the best value performance-price tradeoff to the Government. The contract period would be not-to-exceed 12 months. The sites are accessible only by River, but a Contractor may obtain roadway access from landowners. The material at mile 109 was sampled in 1995 and may be considered to consist of 10.66 PCT coarse aggregate, 88.36 PCT fine aggregate, and 0.98 PCT undersize, with 0.49 PCT heavy metals identified in order of decreasing occurrence as zircon, rutile, kyanite, ilmenite, tourmaline, hematite, and garnet. Minor amounts of organic debris, rock, wood and rubbish may also be present. The material at mile 307 was sampled in 1995 and may be considered to consist of 2.34 PCT coarse aggregate, 95.19 PCT fine aggregate, and 2.47 PCT undersize, with 0.43 PCT heavy minerals identified in order of decreasing occurrence as zircon, rulite, ilmenite kyanite, garnet, and tourmaline. Surface trees and minor amounts of organic debris, rock, wood and rubbish may also be present. Arrangements to visit and sample the site may be made by contacting the Tuscaloosa Site Office, Mr. Horn, Mr. Brown, or Mr. Goddard, at (205) 752-3571 on regular business days. Bid documents are available on or about 11 May 2000. Estimated cost of work is between $500,000 and $1,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Internet to receive one CD-ROM. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Critical Path Method (Network Analysis System) is not required. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years.
