The US Army Armament Research, Development and Engineering Center has a requirement for 115,000 cartridges, 40 millimeter, Non-Lethal, M1006. A Performance Specification will be used for this acquisition. A Government Technical Data Package will be provided as reference for a conforming, verified cartridge configuration. FY01 & FY02 option quantities for up to approximately three hundred thousand total rounds are contemplated for this acquisition. This acquisition shall be open to public and private competition. In accordance with the Arsenal Act, U.S.C. 10 Section 4532/make or buy procedures, the fully burdened costs of private contractors shall be compared to only the out-of- pocket costs of a public entity. In order to obtain the reference Government TDP, offerors must be eligible to obtain export controlled technical data in accordance with controlling DoD office in Certified Contractor, 95-02-07, and must sign a non-disclosure agreement prior to accepting a copy of TDP.
