U.S. Army Materiel Command Natick Contracting Division, has a
requirement for a quantity of Minimum 1,000, Maximum 3,500 Parachute
Personnel(MC-4),NSN: 1670-01-306-2100. The Government intends to
utilize best value source selection procedures. This acquisition will
be solicited and awarded on a firm-fixed-price basis. FOB: Destination,
New Cumberland Army Depot beginning 120 days after award. The
contractor must receive First Article approval prior to beginning
manufacture of production items. The Government reserves the right to
make multiple awards from this solicitation. Award of this contract is
restricted to contractors on the Qualified Products List (QPL)6645.
Award(s) will only be made to offerors who are either already listed on
the applicable QPL,or who have successfully demonstrated that their
product meets the standards prescribed for qualification (FAR
52.209-1). The government reserves the right to make award(s) under
this solicitation for up to 1 year after the due date for receipt
ofoffers, in order to allow offerors who are not yet listed on the QPL
an opportunity to demonstrate that their offered product meets all
applicable qualification requirements. Offerors who wish to be
considered must submit their complete and timely proposals IAW all
other requirements established herein. Such proposals must include a
plan to demonstrate compliance with the qualification requirement, or
obtain QPL listing, and a schedule for achieving that result. The
government will not be responsible for any costs incurred by the
offeror in demonstrating compliance with QPL requirements prior to

value source selection will be based on the offeror's proposed price
& past performance. Pricing shall be filled in on the Request for
Proposal DAAD15-00-R-0025. Offerors shall also submit a minimum of
one-page past performance sheets listing at least three recent
references for the same or a similar item. The past performance
sheet(s) must contain the name and address of each company/government
agency, a point of contact for each, a current telephone and fax
number, and a description of the quantity and dollar value of the
purchase order/contract. The offeror's past performance will be
evaluated to assess the relative risks associated with the offeror's
likelihood of success in meeting the requirements stated in this
solicitation. Specific areas of past performance examined will include
demonstrated technical and schedule performance including, but not
limited to, any documented quality problems that have been reported in
the last three years, regardless of whether or not the information was
provided in the offeror's proposal. The Standard Industrial
Classification is 2399 and the size standard is 500 employees. The

the Natick Acquisition Center's web site: http://www3.natick.army.mil
on or about 12 May 2000. Telephone calls will not be accepted. Firms
will not be reimbursed for any costs associated with proposal
